Background Program
Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program aimed at accelerating improvements in literacy, numeracy, and character education for preschool and primary school students in 8 districts across 4 provinces in Indonesia. Targeting 560 schools, this 4 year program is funded by the Global Partnership for Education (GPE) through its Multiplier Grant., KREASI is implemented by Save the Children, appointed as the Grant Agent with the endorsement of the Mitra Pendidikan Indonesia/Local Education Group (MPI/LEG), a consortium of 17 international and local education organizations. Working in collaboration with national 7 partners, KREASI represents an exciting opportunity to further Indonesia’s national education goals, given its alignment with the Merdeka Belajar initiative, emphasizing personalized, holistic, and sustainable education.
Role Purpose:
The Chief of Party (COP) plays a critical role in delivering this dynamic project, overseeing all aspects of program performance, both technical and operational. The COP will also serve as the project’s principal contact point for external engagement and will be the project’s main contact for political stakeholders and civil society. In addition, the COP will supervise the recruitment, hiring, and supervision of all local staff and consultants. S/he will have overall responsibility in the areas of operations, technical quality, administration, logistics, procurement, budgeting, and financial accounting.
Duties:
- Oversee overall project management, including technical, administrative, financial, operational, and logistical aspects.
- Provide project vision, leadership, and coordination to ensure synergy across technical components.
- Ensure accurate and timely reporting to donors, including financial and technical reports.
- Ensure quality frameworks are embedded into project implementation and high technical standards are maintained throughout the project
- Manage financial oversight, ensuring compliance with donor regulations and accounting principles.
- Foster strong relationships with GPE stakeholders, including national and sub-national governments, donors, and consortium members.
- Ensure compliance with donor regulations, contracts, and grant requirements.
- Oversee budget control, expenditure monitoring, and sub-grant management for sub-recipients.
- Align GPE program delivery with Save the Children Indonesia’s overall country portfolio and strategic goals.
- Promote and uphold Save the Children’s brand and reputation across all project sites and with stakeholders.
- Lead staff management, mentorship, and performance evaluation to build a high-performing team.
- Contribute to the leadership of Yayasan Save The Children Indonesia, fostering accountability and high performance.
- Support risk identification and mitigation to ensure compliance with organizational standards and best practices.
- Build and maintain relationships with government, donors, and partner agencies for effective collaboration.
- Ensure all programs align with Save the Children’s global ambition and the local context in Indonesia.
Qualifications & Experience:
- At least five (5) years of experience as Chief of Party or an equivalent senior management position, or 8-10 years as Deputy Chief of Party (DCOP) leading large international donor programs.
- Proven leadership in managing complex consortium programs with a total budget of at least US$ 25 million.
- Strong expertise in program cycle management, including experience within complex, matrix-based organizational structures.
- Significant knowledge of education programs, advocacy, institutions, and donors, with experience in securing and managing grants from major institutional donors.
- Demonstrated knowledge and application of relevant DFAT and Global Partnership for Education (GPE) policies and strategies.
- Ability to develop and maintain effective relationships with international donors (e.g., GPE), government agencies (MoECRT, MoRA, Bappenas), civil society organizations, and other education stakeholders.
- Robust experience leading and developing teams, with the ability to motivate and build capacity in others.
- Strong financial and budgetary control experience, ensuring accountability and compliance with donor regulations.
- Excellent project management skills in organizational development and cross-functional international teams.
- Deep understanding of national and international development issues, particularly concerning child education and development.
- Master's degree in relevant subjects, preferably a PhD.
- Advanced fluency in both English and Indonesian.
