PROGRAM MANAGER – ELEVATE Project (Economic Livelihood Capabilities and Violence Elimination for Women)

Save the Children Indonesia is on the process of becoming a Full Member and transforming towards a diversified NGO by 2030. SC IDN began the transformation journey since 2021 and working towards an organization-wide transformation, started from transforming our impact model by implementing localization initiative, while at the same time also transform our operating model to strengthen organizational capabilities and transform our revenue model for financial sustainability by diversifying revenue streams. This transformation aligned with our plan to be a Full Member, to deliver tripling impacts for children.

This position will contribute to the transformation goals to deliver tripling impacts for children, implement localization initiative to be an advanced localization by 2030, achieve our member enabler goals as well as our Country Strategic Program (CSP) targets, and meet the Full Member standards as described in the Member Accountability Framework (MAF). As part of the Extended Management Team (EMT), this position is also expected to foster the culture of trust and collaboration at SC IDN team, actively involve in culture initiatives by SC IDN.

Child Safeguarding: Level 3 - Post holder will have regular contact with women, youth, and children survivors of GBV and must uphold the highest standards of safeguarding and PSEA compliance.

Role Purpose

Responsible selecting and collaborating with implementing partners in the field for leading program implementation in targeted areas, both humanitarian and development contexts and active in monitoring other areas, according to the needs of Save the Children Indonesia. Ensure that all programs run in accordance with the success targets that have been set.

This position involves strategic planning, program development, and coordination to ensure the effective implementation programs that positively impact the children’s well-being and fulfillment of their rights to survive, learn, and be protected.

ELEVATE (Economic Livelihood Capabilities and Violence Elimination for Women) is a 48-month initiative led by Save the Children Indonesia in partnership with Forum Pengada Layanan (FPL) and several local civil society organizations in South Sulawesi. Implemented across 20 villages in the districts of Luwu, North Luwu, and East Luwu, the project aims to protect women and girls from gender-based violence (GBV) and empower them economically. The action responds to the high prevalence of GBV, economic dependency among women, and systemic barriers to accessing protection and livelihood services. It integrates survivor-centered GBV response systems with women’s economic empowerment (WEE) strategies, aligned with national priorities (e.g., RPJMN 2025–2029, UU TPKS) and international frameworks such as the EU Gender Action Plan III and SDG 5.

The project has two specific objectives: (1) strengthening the capacity of duty bearers and stakeholders to deliver integrated GBV prevention and response services; and (2) enabling women, including GBV survivors, to access improved livelihoods and financial independence. Key activities under the first objective include the formation of community-based task forces, development of joint service protocols, policy advocacy, and comprehensive capacity building for frontline actors and local CSOs. Under the second objective, ELEVATE empowers women through agency-building workshops, gender-transformative training (GALS), financial literacy sessions, village savings and loans associations (VSLA), and the establishment or revitalization of integrated business hubs. These interventions are designed to dismantle harmful gender norms, increase women’s agency, and promote local ownership.

The Program Manager is responsible for leading the implementation of the EU-funded ELEVATE project in Luwu Raya. This role will ensure high-quality, timely, and accountable delivery of an integrated program that aims to eliminate gender-based violence (GBV) and empower women economically through localized, rights-based, and gender-transformative approaches.

The post holder will oversee day-to-day program operations, manage partnerships with CSOs and government actors, and coordinate with thematic specialists (GBV, WEE, GEDSI). S/he will also ensure alignment with donor requirements, organizational values, and safeguarding standards, while contributing to long-term systemic change and sustainable impact for women and girls.

The post holder will contribute on the achievement of all the global KPIs on Operations Delivery, some of the KPIs on Awards management, and all Risk and financial management KPIs in relation to the program.

In the situation of major humanitarian emergency, the post holder will expect to work outside the normal role profile and be able to vary working hours accordingly. Furthermore, there is also a possibility for temporary relocation to disaster affected area.

What you will do:

Program Management and Partnership Management

  • Ensure project implemented on time, on scope and on budget according to donor regulation and contribute to Country Program Strategy (CSP)
  • Ensure risk management on Fraud, Safeguarding
  • Ensure the high quality and on time reporting submission based on the agreement and donor compliances.
  • Support in the development of an integrated program strategy, with multi-stakeholder partnerships (including local partners), aligned with the organization's mission and goals to fulfill children’s rights to learn, survive, and be protected.
  • Responsible for the planning and implementation of program and to ensure that the implementation of activities/principles are according to the localization initiatives, including for managing risk management of all aspects of the project
  • Provide support for assessment of program effectiveness and making data-driven decisions for continuous enhancement to ensure programs meet high standards and strategic goals as written in the Country Strategic Plan (CSP)
  • Collaborate with Finance, ensure financial sustainability and effective program budget management through effective budgeting and resources allocation
  • Ensure compliance with national laws, internal policies, and donor agreements in the overall program implementation
  • Ensure project activities align with the logical framework and EU donor requirements.
  • Develop and monitor detailed workplans, procurement plans, and risk mitigation strategies.
  • Collaborate with Finance, ensure financial sustainability and effective program budget management through effective budgeting and resources allocation
  • Ensure compliance with national laws, internal policies, and donor agreements in the overall program implementation
  • Oversee implementation of both GBV response systems and economic empowerment interventions.

Inputs on program development, eco-convener, and localization

  • Manage program implementations through local partners and ensure the implementation of activities/principles according to the localization roadmap in program implementation on seven dimensions
  • Ensure the availability of various resources needed to ensure the success of all Save the Children programs, in accordance with the standards set by safe the children and donor
  • Support to expand the portfolio of SC Indonesia program through staff capacity building, development of partnerships and networks, as well as inputs on development of new funding opportunities, by actively provides evidence-based and strategic inputs in proposal development based on the learning and evaluation from the ongoing projects, and continuous regular assessment/research in collaboration with relevant department
  • As part of consultation process, provide inputs on various strategic initiatives and innovations at Save the Children Indonesia within its transformation journey, mainly the eco-convener, localization, and integrated programming with regional development
  • In collaboration with Partnerships unit, strengthen strategic partnerships to increase the reach and impact of our ongoing efforts in advancing Save The Children Indonesia’s mission
  • Work closely with the Awards, PIC team and Partnership Unit and ensure adequate assessment, transparent selection methods and capacity building of implementing partners, in line with SC Partnership Principles and in close collaboration with Awards, Finance, Supply chain and the field implementation teams
  • Directly manage cross area/project partner relationships where a partner is working to implement in more than one Save The Children Indonesia’s designated area, and ensure good coordination between external implementing partners and area and field offices
  • Support the national office to conduct partnership capacity assessment and capacity strengthening plan in the area of supervision.

Partnership & Stakeholder Coordination

  • Serve as primary liaison with local CSOs (e.g., FPL, LPP Bone, LBH APIK Sulsel, SCF), local government, and EU focal points.
  • Facilitate and document coordination meetings, joint planning, and policy dialogues with multi-stakeholder platforms.
  • Support third-party organizations receiving Financial Support to Third Parties (FSTP), ensuring compliance and capacity building.
  • Strengthen linkages between women-led groups, service providers, and business ecosystem actors.
  • In collaboration with Partnerships unit, strengthen strategic partnerships to increase the reach and impact of our ongoing efforts in advancing Save The Children Indonesia’s mission

Program Quality, MEAL, and Reporting

  • Ensure effective collaboration with MEAL Specialist for outcome tracking, data collection, and evaluations.
  • Lead program reflection, learning, and documentation processes.
  • Support dissemination of best practices and development of academic and policy papers from the field.
  • Contribute to quarterly, annual, and final reports to donor and key stakeholders, ensuring accuracy, timeliness, and analysis.

Safeguarding, PSEA, and Compliance

  • Ensure full integration and adherence to Save the Children’s safeguarding and PSEA policies across all program components.
  • Build capacity of staff and partners in survivor-centered case handling and referral pathways.
  • Maintain zero-tolerance and confidentiality standards for GBV and child protection violations

Financial and Operational Oversight

  • Work with finance and procurement teams to ensure sound budget management and procurement in line with EU and SCIDN policies.
  • Monitor expenditures and burn rates; flag deviations and propose adjustments.
  • Ensure financial reports and supporting documentation are submitted on time.
  • Work together with People and Organization Development (POD) team to ensure human resources policies are implemented and are in place
  • Work with Safety and Security Focal Person to ensure that security policies and procedures are understood and strictly adhered to throughout the program, and briefings, communication, transport and other systems are developed and provided in support of the maintenance of good security for all staff and visitors
  • Work with Supply Chain unit to ensure that all procurement is done in an appropriate, timely and transparent manner as per Save The Children Indonesia policies and procedures and internal audit requirements.

Team management and development

  • Supervise and mentor team members with a focus on collaborative learning and leadership development.
  • Support recruitment, onboarding, and performance management of program staff.
  • Foster a safe, inclusive, and adaptive working culture that centers women’s agency and rights.

Representation and Advocacy

  • Represent the ELEVATE program in external forums, including working groups, advocacy coalitions, and donor events.
  • Promote program visibility through contributions to publications, campaigns, and strategic communication efforts.

What we need:

Essential

  • Bachelor’s degree in Gender Studies, Social Development, International Relations, Public Policy, or related field.
  • Minimum 5 years of progressive experience in program management, with at least 3 years in GBV and/or women’s economic empowerment.
  • Proven experience managing multi-stakeholder partnerships and donor-funded projects (preferably EU or other bilateral donors).
  • Strong understanding of GBV response systems, community engagement, and local governance.
  • Excellent leadership, coordination, and problem-solving skills.
  • Fluent in Bahasa Indonesia; professional working proficiency in English (written and verbal).

Desirable

  • Prior work experience in South Sulawesi or Eastern Indonesia.
  • Familiarity with approaches such as GALS, VSLA, and integrated service systems.
  • Experience with EU-funded project compliance and reporting.
  • Certification or training in Project Management (e.g., PMD Pro, PRINCE2).
  • Strong understanding of design thinking or systems thinking.
