The Position:

The Programme Analyst, Sexual and Reproductive Health (SRH) Governance assists in providing integrated policy, technical, and programmatic advice, guiding and facilitating the delivery of UNFPA’s programmes on integrated SRH policies and programme planning, budgeting, implementation, and accountability (SRH governance), and in facilitating shifting from funding to public/private financing for SRH programme.

You will report to the UNFPA Programme Specialist, Sexual and Reproductive Health.

Job Purpose:

Working within the Country Office (CO) environment, you will support the effective management of UNFPA activities in the areas of sexual and reproductive health. Your prime responsibility is to ensure that the programme produces the results to the required standard of quality and within the specified constraints of time and cost.

You will monitor results achieved during implementation, guiding the appropriate application of systems and procedures, conduct analysis and assessment of political, social and economic trends, and developing enhancements as required to ensure the CO remains relevant with current thinking, innovation, and academic advances in the SRH governance issues. Ensuring that SRH programmes are effectively resourced, aligned with national priorities, and achieve their desired impact.

You will be responsible for providing coordination and administrative support for activities involving government institutions, authorities, and policymakers, under the guidance of the Programme Specialist. This includes assisting in programme implementation, monitoring, and reporting, and supporting collaboration with government bodies at local, regional, and national levels, as well as with civil society organizations, financing institutions, and faith-based entities, such as Islamic social financing.

You would be responsible for:

  • Assisting in the implementation of SRH governance and financing activities, compiling and summarizing information relevant to UNFPA’s role in the country, and supporting the preparation of project documents and work plans.
  • Assisting in monitoring activities and compiling progress information for review, supporting basic methods to track achievement, participating in field visits, review meetings, and evaluation missions, and preparing regular inputs for status and progress reports.
  • Collecting and summarizing relevant information on SRH governance issues for the supervisor’s review and to inform potential areas of intervention.
  • Reviewing SRH and public finance management-related policies, strategies, and national development plans to compile background material for policy-related meetings and advocacy activities, as guided by the supervisor, and assisting in preparing inputs for strategies to support SRH prioritization in plans and budgets, including consideration of cost-effective public financing approaches for SRH programmes.
  • Asisting in reviewing new policy developments and summarizing their potential relevance to programme activities.
  • Supporting coordination with executing agencies, experts, government counterparts, national and international financing institutions, and other UN agencies, as directed by the supervisor, and assisting in facilitating the work of consultants to ensure timely and efficient delivery of programme and project inputs.
  • Assisting in documenting lessons learned and good practices for internal sharing, including those from pilot initiatives, to inform future planning and to support sharing with other stakeholders for potential scaling-up.
  • Assisting in advocacy and resource mobilisation efforts of the CO by providing background material and logistical support for donor and public information activities, and assisting with the organization of meetings and events, as guided by the supervisor.

Qualifications and Experience:

Education:

Advanced university degree in public health, economic, finance, management, and/or other related social science disciplines.

Knowledge and Experience:

  • No minimum no.of years of professional experience required. Any prio experience in the field of development and population activities desirable.
  • Experience in supporting the implementation, monitoring, and reporting of development programme/project.
  • Experience in effective engagement of multi-stakeholders.
  • Experience using office software packages and web-based management systems is desirable.

Languages:

Fluency in verbal and written English and Indonesian is required; knowledge of other official UN languages is desirable.
