Operational in Indonesia for more than 40 years, IOM Indonesia is working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Governance, and Resettlement and Voluntary Returns. 

IOM’s Immigration and Border Governance (IBG) Division supports Member states in strengthening the policy, legislation, operational systems, human resources and administrative and technical structures required to respond more effectively to diverse migration and border management challenges. IBG project and activities are in line with IOM’s commitment to facilitate orderly, safe and regular migration and mobility.

Under the direct supervision of the Immigration and Border Governance National Project Officer and the overall supervision of the Programme Manager, the Project Associate will facilitate the execution and delivery of specialized technical assistance to beneficiaries of the ‘Building Government of Indonesia Capacity for Effective Management and Promoting Regular Pathways at Land Border Posts’ project, with a particular focus on migration management interventions in the border check points in West Kalimantan and East Nusatenggara. Furthermore, the Project Associate will support the project development efforts related to land border assessments and capacity building, working in close collaboration with the National Project Officer and the Programme Manager. 

Responsibilities and Accountabilities

  1. Support the collaboration and liaison with main IBG partners, beneficiaries, and relevant stakeholders, including government ministries, multilateral organisations, civil society organisations and academic institutions, among others, at the national and at local level.
  2. Support the implementation of the IBG project activities; namely,  support in developing training modules focused on risk assessment and the management of Transnational Organized Crime (TOC) at land borders, assisting in the development of instructors from the Directorate General of Immigration by enhancing their training capabilities through Training of Trainers (ToT), facilitating the implementation of the initial cascade training phase, and compiling feedback into a comprehensive report for analysis.
  3. Support the monitoring of day-to-day IBG project activities, in accordance with IOM’s rules, regulations and procedures.
  4. Support the monitoring of operational and administrative activities of the unit, in line with IOM administrative procedures.
  5. Support in drafting the work plans, concept notes, Terms of References (ToRs), activity and workshop reports for project interventions. This may include the identification of targeted participants, speakers, the determination of the objectives of the workshop, and drafting of tentative agenda.
  6. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
  7. Support monitoring of the IBG  project activities on a regular basis by utilizing means of verification stated in the project proposal and provide recommendation for risk mitigation measures.
  8. Support the preparation of the project reports required by donors and other external stakeholders as required.
  9. Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, government, private sector, United Nation agencies, intergovernmental and non-governmental organisations, donors and other stakeholders relevant to immigration and border governance issues.
  10. Perform any other duties as may be assigned, including administrative support.

Languages 

IOM’s official languages are English, French, and Spanish. 

For this position, fluency in English and Bahasa Indonesia is required (oral and written).
