This is an exciting opportunity to contribute to a long-term international development programme focused on sustainable natural resource management and inclusive policy reform. This programme is part of a long-standing partnership between governments and aims to support sustainable land and resource management through inclusive, multi-stakeholder collaboration. It focuses on strengthening governance systems, improving transparency and traceability in supply chains, and enhancing the capacity of local institutions and communities. Working in close collaboration with government institutions and other stakeholders, the initiative aims to deliver positive outcomes for climate resilience, biodiversity, and local livelihoods.

Please note - This position is being recruited as part of a proposal submission and is contingent upon the successful award of the contract.

Palladium is seeking a Team Leader (TL) to act as the central point of leadership for the programme. The TL is responsible for representing the programme with a range of external organisations and individuals, including regularly reporting to the Client, maintaining strong working relationships with relevant local entities and other programmes, as well as with Palladium staff. The TL will also have technical oversight and responsibilities so experience in sustainable forest management, grants management, and policy and regulatory support, is a must as well as speaking competence in both English and Bahasa Indonesia.

Once awarded, the TL would be expected to start in November 2025. This a 4 year programme running until 2029 with the potential for extension.

Location: The position is based in Jakarta, Indonesia, and will report at least 3+ days per week to the MoF Head Office located in the Gedung Manggala Wanabakti Block. All applicants must have working rights in Indonesia as sponsorship will not be provided, nor will any relocation expenses.

Reporting Lines:

  • The TL reports to the Programme Director (PD)
  • The TL will directly supervise 3-6 employees

Primary Roles and Responsibilities:

Programme Leadership & Representation

  • Developing strong working relationships with the Client’s contact points and leading on reporting to them, through both formal and informal channel, and maintain relations and represent the programme with the Client country offices as needed
  • Develop strong working relationships with key project stakeholders, and ensuring effective, coordinated delivery across technical and operational aspects of programme delivery
  • Manage good working relationships with consortium partners and technical experts, ensuring that such partnerships aid the effective delivery of the programme
  • Develop strong working relationships with the leadership of other development programmes, and exploit complementarities and synergies where possible
  • Represent the programme with an external audience as needed
  • Manage relationships with the host country government, counterpart agencies, project partners and stakeholders and business partners

    Programme Delivery
  • Provide guidance, oversight and quality assurance for all project activities, outputs and deliverables drawing on the specialist expertise of other team members as and when necessary. Assume overall responsibility for the effective implementation of work plans to ensure delivery is on time, within budget, meets Client and stakeholder expectations and is contractually compliant
  • Monitor implementation progress; maintain up to date project logs and registers; work to resolve issues, manage and mitigate risks; and escalate material issues and risks as appropriate
  • Proactively alert and advise Palladium and the Client on emerging opportunities and risks, supporting the delivery of an adaptive programme
  • Lead with the PM and other relevant colleagues in the preparation of work plans and budgets; staffing plans; performance improvement plans and other plans as required
  • Oversee a small grants mechanism for national not-for-profit organisations, ensuring transparent selection, fiduciary oversight, and alignment with strategic objectives
  • Oversee the development and implementation of plans for results measurement, monitoring and evaluation, knowledge management, value for money analysis and communication management
  • Provide oversight and supervision to the team, leading by example to reinforce
    management systems and processes to ensure effective delegation of responsibilities
  • Conduct appraisals and staff performance management, on the job mentoring and staff development
  • Lead the compilation of regular reporting to the client (e.g. monthly dashboards, quarterly progress report, annual report, content for annual reviews, etc.) highlighting progress, achievements, lessons learned, risks and opportunities, future plans and financial health of the project

Essential Criteria:

  • A degree at a minimum master’s level in Forestry, Natural Resources Management, Environmental Science, Forest Resources and Conservation and/or similar
  • At least 10 years of professional work related to forest governance in a developing tropical country
  • Full fluency in English and reading and speaking competence in Bahasa Indonesia
  • Demonstrated experience in designing and delivering multi-year, donor-funded programmes with complex governance structures
  • Strong understanding of fiduciary risk management, grant selection processes, and oversight of subcontracted services
  • Familiarity with climate mitigation strategies, forest carbon markets, and international environmental frameworks
  • Strong expertise in building and managing programmatic relationships with high-level stakeholders from private sector, government, civil society, donors and multilateral initiatives
  • Strong expertise in leading complex programmes, including managing and mentoring senior members of staff
  • Excellent communication skills, both orally and in writing, with the ability to convey technical material persuasively with a high degree of accuracy
  • Collaborative leader with a flexible can-do approach, self-motivation, resilience and a willingness to adapt to the changing needs and priorities of the Project and the Client
  • Proven ability to navigate sensitive political contexts and institutional dynamics, particularly in Southeast Asia or similar settings

Desired Criteria:


  • Experience leading the delivery on FCDO-funded projects preferred
  • Experience integrating MEL and GEDSI into programme design and delivery
