Organizational Context and Scope

Established in 1951, IOM is part of the United Nations System as the leading inter-governmental organization promoting humane and orderly migration for the benefit of all.

Operational in Indonesia for more than 40 years, IOM Indonesia Country Office (CO) works on a wide range of activities in partnership with the Government of the Republic of Indonesia, civil society, private sector actors, migrants and communities.   Indonesia CO is engaged in several thematic areas, including:), Labour Mobility and Counter-Trafficking (LMCT, Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Policy and Data, and Resettlement and Voluntary Returns.

Indonesia CO aims to ensure quality of care for refugees and asylum seekers referred to IOM by the Government of the Republic of Indonesia according to applicable international humanitarian and human rights standards. The Regional Cooperation Arrangement (RCA) programme supports refugees through healthcare, education, basic needs, as well as to contributes to the increased protection of vulnerable populations through referral mechanisms involving the active participation of specialized state and non-state service providers. It also contributes to supporting them with opportunities for eventual sustainable pathways.

Under the direct supervision of the Community Accountability Coordinator, and administrative supervision of the Head of Sub-Office, the Community Liaison Officer will be responsible and accountable for counselling refugees. understanding and monitoring trends, specifically engaging with various refugee communities, and advocating along with ensuring the delivery of services to refugee populations living among host community in the respective area of responsibility. 

1. Engage with diverse groups of refugees to proactively identify gaps in communication and accountability between IOM and the refugee community; provide feedback to relevant units and suggest solutions to support the enhancement of existing mechanisms and processes, including establishment of a robust complaints and feedback mechanism. Contribute to the establishment of conflict resolution mechanism as part of IOM’s commitment to Accountability to Affected Populations (AAP).

2. Provide support and care for refugees under the case management system, including a regular visit and contact with the refugees, providing tailored care and services, and following up closely with Refugee Care and Health Care unit.

3. Support staff to build positive relationships with refugee communities under IOM care and maintain a strong rapport and trust; report any misconduct and mistreatment of refugees by any other actors.

4. As part of the community engagement activities, contribute to the information dissemination, awareness raising, dispute resolution and general counselling for the refugee population via phone and/or on-site interpretation. 

5. Co-chair the regular case management meeting on Friday well as a monthly meeting with the Head of Sub -Offices with a view to enhance the case management approach on the RCA programme and relevant activities and emerging issues.

6. Provide inputs towards programme implementation and monitoring, with a specific focus on effectiveness of the programme, do-no-harm strategy, and social cohesion programming, as well as identifying shortfalls, based on innate knowledge of particular refugee groups.

7. Maintain strong communication and coordination with CO’s programme staff, ensuring specific issues of concern or individual vulnerabilities within the refugee community are followed up.

8. Contact refugees under IOM care to obtain information pertaining to resettlement, Assisted Voluntary Return and Reintegration (AVRR) and/or partners’ informational needs.

9. Support the promotion of AAP and appropriate communications with communities.

10. Monitor, engage and understand host community dynamics; support and facilitate the design and implementation of activities aimed to contribute to the peaceful coexistence between the refugee and local communities, as well as those supporting agency of refugee communities.

11. Perform interpreting and translating duties in dealing with matters pertaining to refugees under IOM and UNHCR care in Indonesia, including refugee resettlement interviews.

12. Support the implementation of activities by the Refugee Care and Health Care teams in community accommodations, learning centres, hospitals and in the field generally. 

13. Perform such other duties as may be assigned.

IOM’s official languages are English, French, and Spanish. 

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, French and Spanish), Dari, Farsi, Amharic, Omoro and/or Pashto is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.

This selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months.

The list of NMS countries above includes all IOM Member States which are non-represented in the Professional Category of staff members. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.
