Scope of Work MEAL Support – Sponsorship Program

Background
Save the Children in Indonesia is changing for the better. We have begun to build a national organization that aims to be a strong, local, and self-sustaining voice for children in Indonesia. To this end, SC Indonesia has been designated as a "Prospect Member". As 'Prospect Member' Indonesia has been identified as part of the next way of new member development, which focuses on strengthening and localizing our voice for children in strategic middle-income countries. Indonesia has been authorized by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set the Indonesia on a pathway to full membership
Save the Children in Sumba is implementing a comprehensive long-term Sponsorship Program and potentially other programs within the next several years. This post holder will work under the supervision of REALM Specialist and Sumba Field Manager to ensure that staff at Sumba Field Office and partners understand the complex MEAL (Monitoring, Evaluation, Accountability and Learning) program framework and plan and deliver them as required, and support the MEAL and program teams at Sumba Field Office and partners with mechanism for program monitoring and reporting against the set indicators. S/he will support the REALM Specialist to manage effective documentation/knowledge management of lessons learned and accountability mechanism of implemented programs and shared for improved program intervention quality at Sumba Field Office and by partners.
Support Implementing Partners – 70%
Post Holder supports the MEAL Specialist to support Local Implementation partners in monitoring implementation progress, ensuring grantees meet the quality program's full objectives, advising on and initiating evaluations, etc. ensure compliance with Sponsorship program goals. The minimum support provided to partners is as follows:
- Support partners on developing the MEAL system and meet the minimum Save the Children standard on monitoring the program.
- Support the development and facilitation of joint working to ensure delivery of and engagement on key priorities and projects within the Single Integrated Plan.
- Provide support for partners MEAL to ensure that the set MEAL plan satisfies quality programming as outlined in the required standards.
- Support MEAL implementation; this will include monitoring performance against the plan and reporting progress every month.
- Support the evaluation process's design and implementation to assess the effectiveness of the MEAL systems on a bi-annual and annual basis. Results will need to be collated and analyzed, and the findings will develop an action plan for improvement. Progress against the action plan will need to be monitored and reported every quarter.
- Support on the coordination and ensuring issued, collated, and analyzed every quarter.
Sponsorship Data and Dashboard Update
- Update the IPTT for Sponsorship Achievement Year to Date every month, then report it to the Program Manager and REALM Specialist.
- Carrying out FRM (Feedback and Reporting Mechanism) updates every month which are input into the National FRM Database.
- Fill in Quality Benchmarks to ensure the quality of activities. Summarize and update the Quality Benchmark every month, then follow up with the National Office to align the QB Sponsorship document with the QB Dashboard.
- Input Internal IPTT Sponsorship into the IPTT PMIS document every month to update Achievement Sponsorship, then follow-up with the National Office to request a refresh of the PMIS Dashboard.
- Update the DIP on the PMIS document every month to update the progress of Sponsorship indicator achievements, especially related to Activity.
- Checking one by one the actual or achievements entered by partners in IPTT and those reported in the Monthly Report to be harmonized. If there are achievements that are not aligned, then immediately carry out a follow-up with the party concerned.
- Checking the Beneficiaries Tracking Table document to ensure partners update and fill in beneficiary data every month.
- Provide reminders to fellow partners and SC colleagues who have the task of updating MEAL documents (IPTT, FRM, QB, Beneficiaries data).
- Update the Sponsorship KPI every quarter for the MEAL KPI Code.
Required Background and Experience, Skills and Behaviors
- Bachelor’s degree or equivalent in relevant areas.
- At least three years of working experience in MEAL related activities.
- Proven experience in research, monitoring and evaluation, accountability mechanism, and knowledge management.
- Computer literacy skills in related monitoring and evaluation tools and other database programs.
- Proven ability to work effectively within set timeframes and with demonstrated impact.
- Proven and demonstrated writing and presentation skills in Bahasa Indonesia and English.
- Proven experience of leading a team and working closely within a team.
- Excellent in social and interpersonal skills.
Support from Save the Children
To support the consultancy work, Save the Children will provide air fare tickets and land transportation, accommodation as well as per diem based on Save the Children rate should the consultancy work require travel.
