Program Overview
World Resources Institute (WRI) is an independent national research organization that turns big ideas into action at the nexus of environment, economic opportunity, and human well-being. The Energy and Sustainable Business (ESB) program works to advance decarbonization among corporates, accelerating a just transition towards net zero emission in Indonesia, while balancing the need for economic development. In achieving that, WRI introduces two of its flagship products which are: Greenhouse Gas Protocol (GHGP) for emission accounting and Science-based Targets Initiative (SBTi) for ambitious and science-aligned emission reduction target setting, within and beyond its value chain. By adapting the tools to the national context, WRI Indonesia guides corporates towards their complete net zero journey, aiming to increase Indonesia corporates’ competitiveness through strengthened standards and climate mitigation/adaptation measures which ultimately significantly contribute to Indonesia’s emission reduction.

WRI Indonesia believe that sustainable development highlights the need for integrated approaches to finding solutions that are aligned with the challenge of achieving economic, social, and environmental goals that are often interlinked. This can be a daunting task, as the interlinkages are complex and context specific and depend on the issues under consideration, the geographic and temporal scales, sector of the industry, and the existing technologies. Therefore, the ESB program aims to work across disciplines with the cities team, climate team, forest and land use team to combine decarbonization framework, quantitative models, low carbon technology solutions, and other policy-making decision tools to support and achieve key national commitments, such as Indonesia net zero ambition.

Job Highlight
The Industrial Policy Analyst is expected to develop and strengthen WRI Indonesia’s research excellence on green industrial policy issue in collaboration with other functions within the ESB team. The research scope will vary depending on the project aims; however, revolve around these policy issues: sectoral industrial decarbonization policy, national emission reduction governance, energy policy, trade and economic policy, as well as carbon pricing mechanism. The analyst must stay abreast with the climate policies, solutions, and trends relevant to industrial decarbonization landscape. Moreover, quantitative analytics, critical thinking, stakeholder collaboration and data acquisition, are expected and highly rewarded skills for this position. In strategizing the research target, data acquisition, and analysis, the analyst will work with other analysts and senior analysts within WRI Indonesia’s ESB Team, and other teams in the institution.

This position will be based in Jakarta with office-flex working arrangement. Reporting directly to Senior Manager for Energy and Sustainable Business while working very closely and collaboratively with research team within the Energy and Sustainable Business portfolio. What You Will Do
Knowledge and Research Work (70%)
  • Support the development of policy research, analysis, and briefs to enable industrial decarbonization roadmap for 9 priority subsectors (e.g., cement, iron and steel, chemicals, pulp and paper, fertilizer, textile, food and beverages, automotive, and glass and ceramics).
  • Support the development of policy research, analysis, and briefs to establish elements of national emission reduction governance (e.g., emission inventory mechanism and methodology, legal standing of emission reduction trajectory, mitigation action implementation mechanism, and carbon pricing).
  • Support legal draft, regulatory impact assessment, and other administrative documents required for policy development.
  • Support and conduct new lines of policy research to enhance the national policy ecosystem towards net zero.
  • Conceptualize and conduct internal capacity building for ESB team or other WRI teams on industrial policy.
  • Conceptualize and write ESB research products and evidence-based narrative, promote them in various speaking and training opportunities.
  • Provide strategic advice to ESB manager and leads on improving ESB research priorities and effective implementation.

Stakeholder Engagement (30%)
  • Initiate communication and maintain good relationship with government and key research partners.
  • Facilitate meetings and workshops with key partners from government, NGOs, and private sectors.
  • Co-develop collaborative proposals and reports with key partners.
  • Drive development of messaging strategy based on data analysis from government being supported.

What You Will Need
  • Bachelor’s degree in environmental economics, environmental policy, public administration, public policy, environmental engineering, climate finance, or other related field. Master’s degree is preferred.
  • Minimum of 4 (four) years of relevant professional work experience related to green industry and energy policy.
  • A good knowledge in national emission reduction governance landscape (e.g., NDC, BTR, climate change focal point), as well as familiarity with regulatory and policy challenges faced by industries to decarbonize. In depth macroeconomics knowledge and sustainable finance is a plus.
  • A good knowledge in various policy tools for industrial decarbonization, be it supply-side tools (e.g., mandatory emission reduction target, PPPs, R&D and demonstration funding, incentives for decarbonization implementation) and demand-side tools (e.g., product labeling, green product procurement, emission requirements in end-products).
  • A good knowledge of the production process in various industries (e.g., cement, iron and steel, pulp and paper, chemicals, fertilizer, food and beverages, textile, automotive, or glass and ceramics).
  • Ability to support discrete elements of research projects with manager guidance, e.g. systematically reviewing and synthesizing existing literature; collecting, cleaning, organizing, analyzing, and visualizing data; defining research questions.
  • Experience in engaging with government functions strategically and at technical levels in Indonesia.
  • Ability to communicate research approach and findings effectively to internal and external audiences, both in Bahasa Indonesia and English.
  • Highly motivated, target-oriented, strong can-do attitude, proactive work style, excellent organizational skills and work-ethic, initiative and creative in solving research problem, and can work effectively in a fast-paced office environment, both independently and as part of a team.
  • Excellent communication, listening, and interpersonal skills to maintain positive coordination within the team and with external counterparts.
  • Ability and willingness to travel when needed.
  • Legally able to work in Indonesia.

Duration
1 August – 31 December 2025, with possible extension subject to availability of budget and performance.

Deliverables
  • Final result of any assigned policy research and analysis are conducted and submitted in a timely and satisfactory manner.
  • Final result of any assigned legal draft and regulatory impact assessment are conducted and submitted in a timely and satisfactory manner.
  • Successful research collaboration with other team or institutions as planned in the projects.
  • Regular involvement in team discussions for project planning, implementation, and monitoring.

Terms
of Payment
Daily rate-based consultant with a maximum of 90 working days for the whole contract period or 18 (eighteen) working days per month on average,

Contract Arrangement
Individual consultancy contract (Part-time, limited term)
