Job Description
Turner and Townsend is seeking a lead cost estimator for a mega LNG project in Southeast Asia in the Energy & Natural Resources Division. The appointed person will be responsible for overseeing and managing all aspects of cost estimation for the project, working closely with the client, FEED contractors’ teams, and other stakeholders to develop accurate and comprehensive cost estimates that support project planning, budgeting, and decision-making.
Role and Responsibilities
- Working as lead cost estimator and taking the Project Manager role for Class II cost estimate for a >$10B onshore/offshore LNG project.
- Collaborate with client and FEED contractors’ teams to ensure alignment of cost estimates with project scope, schedule, and technical requirements
- Lead and direct the project team – circa 10-15 nos.
- Develop detailed cost estimates for FPSO and onshore LNG scopes, including all disciplines such as civil, structural, mechanical, piping, electrical, and instrumentation
- Develop the cost estimate plan to clearly outline how to deliver the scope of the estimating services
- Prepare WBS coding and MTO template to meet client requirements and align with FEED contractors
- Prepare detailed level quantity estimates based on FEED contractors’ inputs, and/or internal data/norms
- Prepare price / rate estimate based on vendor quotes, and / or internal data
- Develop OPEX and ABEX estimate
- Utilize advanced cost estimation tools and software, such as Aspen Capital Cost Estimator (ACCE), WinEst, etc.
- Benchmark project quantity and costs against similar projects to ensure competitiveness
- Identify and quantify cost risks associated with projects and develop appropriate contingency and escalation factors in line with AACE Class II guidelines
- Conduct estimate assurance reviews
- Prepare clear and concise cost reports, variance analyses, and executive summaries for internal and client review
Qualifications
- A recognised Degree qualification in Quantity Surveying, Construction Economics, Engineering or similar.
- More than 15 years' experience of cost estimation within the oil and gas industry.
- SE Asia, FPSO and / or LNG experience will be a bonus.
- Extensive experience in producing cost estimates (AACE Class 2, 3, and 4) and cost benchmarking for major CAPEX investments US$ 1B+ across the oil and gas, mining and clean energy sectors.
- Project management experiences for large oil gas project estimation works.
- Experience in OPEX and ABEX estimate.
- Experience in using industry recognised cost estimating tools, e.g. AspeTech ACCE, Winest, etc.
- Experience in cost benchmarking.
- Experience in cost and schedule risk analysis for major projects.
- Demonstrable reputation for challenge, innovation and continued improvement.
- Have a passion for mentoring the team and future generations.
- Excellent written and spoken English. Bahasa an advantage.
- Good presentation and management skills.
- Excellent communication, collaboration and stakeholder management abilities.
