BACKGROUND

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. In Indonesia, Plan International has operated since 1969, and in 2017 Yayasan Plan International Indonesia (Plan Indonesia) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the Fiscal Year (FY) 2023 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 3 million girls and young women to Learn (gain skills for work), Lead (empower to take action on issues that matter to them), Decide (have control over their own lives and bodies), and Thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes. Within the context of VUCA (Volatile, Uncertain, Complex, and Ambiguous) world, an NGO like Plan Indonesia has to adapt and innovate to ensure that we stay relevant, impactful, and sustainable.

Currently, we have four pillar programs in health, education, empowerment, and safe & resilient, where each pillar has its own core objectives. Across the thematic programs, Plan Indonesia will use five (5) approaches: Technology and digitalization; Youth agency/Leadership; Resilience/Nexus perspective; Gender, Disability, and Social Inclusion; and Child Protection. Plan Indonesia is also strengthening its resource mobilization and external relations, which support the program and influencing ambitions.

ROLE PURPOSE

The GEDSI Lead will be the substantive expert in charge of transforming Plan Indonesia’s programs, social enterprise, influencing, and operations to be gender transformative and more inclusive to the disability and the social measures. S/he will ensure that Plan Indonesia’s projects are 90% gender transformative and inclusive, and that Plan Indonesia’s policy advocacy efforts are challenging policies and practices that are harmful to particularly women and girls, disability, and socially-marginalised groups, and that our campaigns are aimed at breaking harmful gender and social norms. The Lead will help the organisation (Plan Indonesia) as a whole to be a safe workplace where gender equality and inclusion are upheld and promoted.

Dimensions of the Role

• Strategic engagement with diverse teams across functions and departments toward gender transformative and inclusive programming
• Provides high-quality GEDSI lens on program development and research
• Co-leadership in creating a safe, gender transformative, and disability-socially inclusive workplace
• Leads and strengthens the Gender Network of Plan Indonesia
• Representation and positioning for Plan Indonesia in relevant networks within Plan International or externally to key stakeholders and vis-à-vis the Government, in coordination with CLT and the technical, social enterprise, programme, programme development, and partnership teams
• Membership of the Country Management Team
• Budget management responsibilities

ACCOUNTABILITIES

1. Gender Transformative and Inclusive Programming

• Provide advice to the Country Leadership Team (CLT) on the overall strategy and direction to realise the ambition for gender transformative and inclusive programming, both in development and humanitarian settings
• Evaluate the theory of change and strategy of each programme pillar to ensure that Plan Indonesia’s programme is gender transformative and inclusive, and that the perspectives of gender, disability, and social inclusion are reflected in the program design, detailed interventions and processes, along with necessary output and outcome level indicators
• Working together with the impact and program support team to measure how programmes and projects are delivering on the ambition of gender transformative and inclusive, and to produce knowledge and learning products related to GEDSI
• Working together with the People & Culture team to ensure that all staff have a good basic understanding of Plan’s principles, standards, and policies on gender, disability, and social inclusion
• Build the capacity of the programme and technical team (and other relevant key units in partnership and resource mobilization, and external relations) in gendered context analysis and in mainstreaming GEDSI in the project, fundraising and social enterprise, and advocacy/campaign efforts
• Provide support in the capacity building of partners on gender, disability, and social inclusion
• Lead the process of gender audit for the overall programme and influencing, including the process and action planning for improvement in management standards.
• Support youth youth-centered approach of Plan Indonesia through the provision of capacity building on GEDSI to YAP and the youth network (Planet). It also widens the program and advocacy spectrum, which is led by young people.

2. Advocacy and Representation

• Support the CLT, Technical, Program Quality and Development, and Programme Implementation Teams to forge effective linkage with the relevant government departments and ministries, so position Plan Indonesia is positioned as a credible technical partner in gender, disability, and social inclusion. 
• Support the technical, external relations, and impact team in implementing the advocacy and communication strategy to help ensure strong gender, disability, and social inclusion perspectives in policy advocacy products, research for evidence-based advocacy, and communication materials.

• Represent Plan, in coordination with the CLT and other relevant teams, in different national, regional, and international fora and networks on Gender and Inclusion, both within and outside Plan International. This is to raise Plan Indonesia's profile and share learning from its GEDSI-related works.

3. Resource Mobilisation

• Provide support to Program Quality Development and Resource Mobilization teams in developing high-quality concept notes/proposals, in particular in strengthening the context analysis for programme/project development
• Support the GEDSI program in the social enterprise to strengthen the resource mobilization of Plan Indonesia to achieve the ambition in programming and influencing
• Support in mapping and finding strategic and implementation partners from CSOs, alliances, and other networks that promote gender equality, disability, and social inclusion
• Provide support for effective linkage and relationship with NOs, donors, and development partners, including leading the emerging initiatives for GEDSI

4. Management: People, System, and Process

• Supervise and provide mentoring/coaching to the GESI Specialist to improve professional and technical capacity and to ensure good coordination towards achieving the ambition for gender transformative programming
• Develop, lead, and build the capacity of the gender working group to widen outreach and support to all units and offices on gender and inclusion
• Manage budget and project in Plan’s system (SAP), in coordination with Finance and Procurement teams
• Work with the CLT and People & Culture Manager to devise strategies, policies, and protocols to create a safe working environment that promotes and upholds gender equality and inclusion, including implementing PSHEA. The Lead will also support a campaign for a safe and inclusive work culture.
• As a member of the Country Management Team, actively engage in strategic and organisational-level discussions and provide input in decision-making

5. Safeguarding - PSHEA

• Ensure and supervise that Plan Indonesia’s safeguarding principles and standards can be applied at every initiation within GEDSI's scope of work. It includes creating a safe and inclusive environment for staff and program participants. This is to ensure various forms of violence towards all staffs are prevented and well-managed.
• Conduct regular evaluations to implement safeguarding at each GEDSI initiative within the GEDSI scope of work, including supervised staff through Annual Appraisal. Ensure supervised staff attend induction and/or training and refresher training related to Safeguarding and PSHEA, both directly (face to face) and through the Plan Academy platform, and carry out timely recertification

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential

• Bachelor's Degree in one of the disciplines relevant to the following areas: international development, gender, inclusion, human rights, psychology, sociology, international law, or other social science fields
• Minimum of 7 years of work experience working on development programmes
• Excellent communication skills (verbal and written) in English and Bahasa Indonesia
• Knowledge of the links between gender equality, children’s rights, and NGO development programming practice.
• Demonstrated understanding of girls’ rights issues, contextualized to an NGO and the linkages between the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Convention on the Rights of the Child (CRC), and the Sustainable Development Goals (SDGs)
• Knowledge of gender analysis programme frameworks and their application to child and youth-rights programming
• Excellent understanding of the practicalities of designing, implementing, and evaluating high-quality programmes that promote gender equality and girls’ empowerment
• Excellent understanding of relevant policy-making processes and institutions on gender equality and inclusion
• Ability to design proposals, guidelines, and standards, monitor and evaluate gender equality and girls’ empowerment programming, based on sound gender analysis
• Strong teamwork
• Ability to build internal and external networks across countries
• Facilitation and training skills for adults
• Dealing with conflict with tact and a collected manner

Desirable

• Advanced university degree
• Knowledge of Theory of Change and socio-ecological framework
• Knowledge of social norms research and other tools to ensure that research is gender sensitive and inclusive
• Knowledge of adolescent sexual reproductive health and rights (ASRHR) and gender based violence (GBV)
• Strong ability to communicate theoretical concepts on gender and inclusion in simple terms and to apply these to practical solutions to promote gender equality and inclusion.
• Ability to inspire others and bring them around a common agenda
• Strong management and public mobilisation skills
• Confident public speaker with media skills
• Facilitation and training skills for children and young people. 

Location: Based in Country Office, Jakarta with at least 20% travel to projects areas.
