GEDSI (Gender Equality, Disability, and Social Inclusion) GEDSI Technical Advisor

Child Safeguarding: Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

Role Purpose:

Yayasan Save the Children (YSTC) aims to be a strong, local, and self-sustaining voice for children in Indonesia, which focuses on strengthening and localizing our voice for children in strategic middle-income countries.

Save the Children’s Gender Equality Policy was adopted in 2017. It states that we will promote gender equality across the four pillars: programme, advocate, partner and organise for gender equality. The Gender Equality, Disability and Social Inclusion (GEDSI) Advisor will be responsible for development and operationalization this policy in Save the Children Indonesia. Our global KPI is that all our programmes must meet our minimum standard of gender sensitive and where possible be gender transformative.

GEDSI Advisor will be responsible for leading the integration of global best practice in gender equality and social inclusion in the workplace and programs. The GEDSI Advisor will draw on Save the Children global resources will provide capacity building for staff and develop practical strategies and tactics in how to apply best practice principles across the organisation including recruitment, fundraising, advocacy, campaign, and programs. The GEDSI Advisor will have policies and tools to support their approach and will endeavour to be both sensitive and transformative in the interventions that are introduced.

The GEDSI Advisor will oversee the four pillars of the organizational gender & inclusion workplan, ensuring that senior management are accountable for meeting the targets set out in the plan and that revisions are made annually. The GEDSI Advisor will build the linkages between sectors (health, education, child protection, child poverty, CRG and humanitarian) with a focus on the realization of rights for all children in accordance with international and national frameworks, laws, and policies. The Advisor will also work with other departments (including Advocacy, Campaign, and Communication; Human Resources; etc.) to develop workplans for operationalising the relevant gender policy pillars.

The postholder will work to support all existing programmes in Indonesia, including development and emergency response programmes. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

What You Will Do:

Strategic Direction

  • Support the formulation of CO’s GEDSI vision, including the development and monitoring of the Country Strategic Plan (CSP).
  • Actively support technical advisors to mainstream gender equality & social inclusion into the strategic directions of other thematic areas.
  • Participate actively in the Country Annual Planning and Country Annual Reporting, providing and reviewing technical sections for GEDSI content.
  • Identify needs and opportunities to integrate GEDSI into potential programs, through situation analyses/feasibility studies, networking, and leveraging research and evaluation findings from both internal and external sources.
  • Maintain oversight of GEDSI aspects of the program portfolio (at country and field level) and ensure alignment with CSP.
  • Provide thought leadership and links with SCI’s global GEDSI team initiatives.
  • Leads and holds senior management accountability to the delivery of the organisation wide gender equality & social inclusion plan and the operationalisation of the gender equality policy.
  • Lead the review and development of further strategic workplans and seek endorsement from senior management.

Program Development and Design

  • Identify and pursue independent opportunities for gender & social inclusion.
  • Support pursuit of funding opportunities which are inter-sectoral programs to address the holistic needs of children, especially the most deprived. Ensure that gender and social inclusion are appropriately mainstreamed at design stage by working closely with other specialists in the PIC team. Ensure that all new proposals are gender sensitive at a minimum and gender transformative where possible.
  • Work with Save the Children fundraising, new business, technical and awards staff to develop funding strategies and proposals to expand the overall portfolio in line with SC Indonesia’s gender equality & social inclusion strategies, CSP priorities, and technical best practice from a range of sources. This will involve continuously developing concepts and innovations and packaging them for a range of donors, both for proactive and reactive fundraising efforts.
  • Support the country office to conduct gender equality and social inclusion analyses to inform proposal design.
  • Using SCI’s Gender Marker, both for development and humanitarian settings, work with thematic staff during design and assess proposals on their gender sensitivity.
  • Ensure consistent gender equality & social inclusion design, methodology, and quality assurance across thematic programs.
  • Ensure that all programs have gender equality & social inclusion-sensitive Monitoring, Evaluation, Accountability, and Learning (MEAL) practices throughout the program cycle.
  • Introduce innovative gender equality & social inclusion ideas and approaches to support technical programs.

Program Support

  • Monitor project and programmes to ensure alignment to the vision set out in the proposals, making any evidence-based changes as necessary to ensure programmes meet our minimum standard of gender sensitive and gender transformative where possible and to positive outcomes for children.
  • Represent project team successes and challenges at the national level.
  • Review reports to ensure a high standard of technical quality.
  • Support programme teams to understand intervention methodologies and ensure the project activities are high quality and on track.
  • Accompany other technical advisors and support the mainstreaming of gender equality & social inclusion into core thematic areas.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • With programme operations and MEAL, ensure that interventions are evaluated using appropriate methods, including process and impact evaluations, and that evidence is rigorously maintained, documented and disseminated internally and externally, to contribute to improvements in programme quality and advocacy efforts.
  • Ensure the incorporation of quality assurance systems at multiple levels (strategy, design, implementation, proposal, monitoring processes, evaluation and learning, reporting).
  • Identify and pursue opportunities to disseminate technical materials, learning and best practices, such as workshops, targeted communications materials, etc.
  • With the MEAL team, ensure Quality Benchmarks are appropriate and applied to all programming.
  • Support field teams to identify and carry out operational research related to gender equality & social inclusion.
  • Ensure that Save the Children’s regional and global gender equality & social inclusion experience is reflected in our program.
  • Share CO’s experience and organizational learning with COs as well as with relevant organizations over the globe.
  • Provide training and support for staff in the use of tools to collect internationally comparable data on disability such as UNICEF questions and Washington Group Questions.

Advocacy & External Relationships

  • Ensure that our advocacy and external communications promote gender equality and inclusion.
  • Provide technical guidance and input to SCI’s Gender/Inclusion Working Groups.
  • Maintain working relationships with relevant Ministries and gender equality & social inclusion Departments; connect Save the Children’s programs with government and other non-government interventions.
  • Ensure that the country office has effective representation on national, regional and international networks and related to gender equality & social inclusion, and that we participate in conferences/meetings that will enhance our reputation and programming.
  • Actively participate in technical coordination meetings to ensure synergies with other agencies in our development work and emergency responses.
  • Maintain excellent relationships with donors, both in terms of strategic positioning and program delivery.
  • Ensure that CO has effective and appropriate representation on national, regional and international health related forum and participates/contributes to conferences, workshops and meetings that will enhance our programs.
  • Develop and maintain partnerships with academics, women’s and girls’ rights organisations, children’s disability groups and organisations which represent the most marginalised.
  • Represent CO at regional and global meetings on gender equality & social inclusion, both internal and external.
  • Participate in SMT as invitee and attend other meeting both within and outside SC; represent SC whenever requested by the Supervisor.
  • Externally, lead in defining Save the Children’s gender equality & social inclusion advocacy agenda, as informed by SC’s experience in Indonesia and globally. Lead in networking and articulating Save the Children’s position, policy and strategy in national forums and meetings. Engage in key debates related to national gender equality & social inclusion policies and programs, in coordination with technical colleagues and other relevant staff.

Capacity Building And Culture

  • Ensure there is a standard gender equality & social inclusion induction and that all new staff are appropriate inducted into to policy and practice of gender equality & social inclusion within Save the Children.
  • Support other departments such as HR, Ops etc, to have inclusion policies and practices, providing mentoring or advice where applicable. Identify strategies for promoting gender equality and inclusion in the workplace, including recruitment, mentoring, developing and promoting women and minorities.
  • Work with HR to ensure that SCI is compliant with the Prevention of Sexual Exploitation and Abuse Policy.
  • Conduct regular thematic coordination meetings with programme operations and technical staff in the field and in Jakarta, including annual Program Learning Groups (PLGs).
  • Build and nurture a community of gender equality & social inclusion practice to foster technical knowledge and growth.
  • In coordination with programme operations, provide on-going and one-off technical support and advice to programs and partners as needed
  • Coordinate with programme operations to identify internal and external capacity building opportunities and resources to provide high quality technical assistance to program, supporting technical staff, partner agencies and others to build knowledge and technical competence.
  • Ensure that core gender equality & social inclusion training modules and approaches are rolled out effectively and with fidelity to staff and partners.
  • Internally, with the Head of Education and Gender Focal Points, co-lead the Gender community of practice, which oversees the implementation of our gender equality workplan, a social inclusion workplan is yet the be designed.
  • Internally, with Human Resources, continuously assess staffing patterns and competencies to ensure that SC has an inclusive workforce.

Other

  • Other tasks as requested by the Director of Program Development and Impact.
  • Support the Save the Children Humanitarian responses where appropriate, ensuring timely and quality responses in line with international standards and technical best practice.

What We Ask

Essential:

Professional and technical skills:

  • A relevant post-graduate level qualification / master’s degree with a minimum 10 years of working experience in relevant fields, including gender and/or social inclusion
  • Proven experience and proficiency in designing, implementing, and monitoring GEDSI and approaches in multi-sectoral projects and sectors (e.g., education, agriculture, climate change, GBV, health, child protection, etc)
  • Strong knowledge of GEDSI analysis tools, including both foundational methods and advanced sector-specific approaches for gender, disability, and social inclusion
  • Experience conducting gender and social analysis, developing tools and approaches, and integrating findings into program design, strategy, and policy advocacy
  • Ability to apply GEDSI as a targeted strategy for affirmative action, as a cross-cutting principle integrated into all aspects of project implementation, and as a safeguarding requirement
  • Proficiency in developing GEDSI-sensitive indicators, outcome frameworks, and monitoring & evaluation tools
  • Excellent analytical and writing skills for developing GEDSI-related proposals, guidance notes, reports, and capacity-building modules
  • Proficiency in integrating GEDSI perspectives into proposal development, with the ability to align approaches with different donors' policies and strategic priorities
  • Knowledge and experience of good practice regarding gender equality & social inclusion in monitoring and evaluations frameworks

Leadership And Collaboration Skills

  • Strong facilitation skills with experience in leading workshops, trainings, and reflective learning sessions
  • Demonstrated ability to engage with multiple stakeholders (government, donors, community leaders, grassroots organizations) and build strong partnerships
  • Experience mentoring and supporting staff to integrate GEDSI in day-to-day program implementation
  • Ability to influence and advocate for GEDSI integration at both policy and practice levels

Coordination And Management Skills

  • Strong coordination abilities with the ability to inspire others to create meaningful change
  • Excellent inter-personal communication skills
  • Strong analytical capacity and proficient understanding of both qualitative and quantitative research methods
  • Good presentation skills including policy briefing
  • A good facilitator, who can design and deliver training/mentoring to colleagues and partner teams of all levels.

  • Excellent English communication skills, specifically written, including the ability to translate complex arguments into accessible language for a non-specialist audience
  • Experience of coalition building and working with civil society actors to deliver change
  • Demonstrated ability to deliver results, engage in effective and collaborative problem solving and decision making, and foster program innovations and adaptations
  • The ability to influence stakeholders and increase commitment to gender and inclusion
  • The ability promote change at the individual level and the institutional level.

Desirable:

  • An understanding of human/child rights and both development/humanitarian programming
  • Wide network of existing contacts in the fields of gender and social inclusion
  • Practical experience linking GEDSI with children issue is an advantage
