The Role
Under the Subsidiary Arrangement between the Governments of Indonesia and Australia, AIPJ3 supports GOI in achieving justice and security reforms aligned with shared policy priorities. To ensure AIPJ3’s smooth implementation, effective coordination, and accountable administration, a Bappenas Secretariat will be established, staffed by professional experts in program management, administration, and technical support. The secretariat's main objectives are to comprehensively coordinate the program's implementation, including grant administration for CSO partners, monitoring, and evaluation, while facilitating coordination between Bappenas and the relevant line ministries and agencies, CSO partners, and AIPJ3 team.
The Government Relations and Program Coordinator for the Bappenas Secretariat plays a pivotal role in strengthening the partnership by supporting the coordination, alignment, and performance monitoring of AIPJ3 activities in line with Indonesia’s national development priorities as mandated on the RPJMN 2025-2029. The Coordinator will support Bappenas for the alignment with AIPJ3’s partnership and operations frameworks, supporting GOI, Government of Australia (GOA) and non-Bappenas partners to work collaboratively on agreed reform priorities. The role is responsible for providing Bappenas with program management, performance tracking of AIPJ3 activities, and BAST reporting. These include regular updates and coordination of activities, initiating a forum for the exchange of significant progress, as well as providing relevant documents to be presented in key governance events such as the Partnership Board Meeting and the Partnership Management Committee. The role ensures that activity development, delivery, and reporting are on track, while contributing to the development of strategic partnerships in line with AIPJ3’s goals.

About You
Specific Responsibilities
- Coordinate the day-to-day management and implementation of AIPJ3 activities under the direction of designated Bappenas officials, ensuring alignment with national priorities and agreed reform strategies;
- Track the status of activity implementation across AIPJ3, GoI and CSO partners, including monitoring key deliverables (as detailed in the AIPJ3 workplan), such as research reports, training / workshop / conference reports, policy briefs, technical / operational guidelines, strategy documents, etc. This includes identifying any potential risks that might affect the delay of activities;
- Support reporting requirements to Bappenas and AIPJ3, such as preparation of the six-monthly report and other performance frameworks developed by Bappenas or AIPJ3;
- Support the organization and delivery of MEL-related meetings and events, such as Bappenas reflection meetings with AIPJ3 team, CSO partners and MEL training/workshop events;
- Perform the MEL function for Bappenas in tracking the progress of AIPJ3 activities, including the development of a data system to capture progress and document the deliverables;
- Perform the liaison function to Bappenas in coordinating AIPJ3 activities, including working closely with Bappenas officials and the Secretariat Team in distributing relevant guidance, key documents, and reports;
- Support and coordinate BAST reporting, including the coordination with K/Ls, CSO partners, and AIPJ3, and ensuring the K/Ls submission to the Ministry of Finance;
- Support the Secretariat meetings, such as preparation of TORs, invitation, and distribution of relevant materials;
- Support efforts to develop effective partnerships with key Government of Indonesia (GoI) partners as identified by AIPJ3's strategic direction and planning; and
- Perform other relevant and reasonable duties and responsibilities as requested by the Bappenas Coordinator and AIPJ3 Partnerships and Operations Lead.
Selection Criteria
Essential Experience and Knowledge
- Bachelor's degree in law, public administration, social and political sciences, or a related discipline.
- Minimum 3 years of experience in program management for donor-funded projects or working in governmental institutions, preferably in the justice, governance, or public sector reform space, with demonstrated ability to manage complex stakeholder relationships.
- Demonstrated knowledge of MEL principles, tools, and approaches, including experience supporting data collection, progress tracking, performance reporting, and facilitating reflection or learning processes.
- Experience working with or supporting government institutions (preferably Bappenas or sectoral ministries) and liaising with donor-funded programs, including an understanding of government planning and reporting processes.
- Strong analytical skills, with the ability to synthesize data and technical inputs into clear reports, summaries, and presentations for use in decision-making and program governance forums;
- Excellent interpersonal and communication skills in Bahasa Indonesia and proficiency in English (spoken and written), including the ability to coordinate diverse stakeholders, facilitate meetings, and manage information flow across teams.
