Background

INOVASI phase 3 is a partnership program between the Government of Indonesia and the Government of Australia that aims to improve the quality of student learning outcomes in basic skills (literacy, numeracy, and character) through the implementation of inclusive policies and practices in basic education. INOVASI 3 is a continuation of the INOVASI phase 2 program which will be implemented in 6 provinces (West Java, Maluku, North Kalimantan, Maluku, West Nusa Tenggara, and East Nusa Tenggara) from 2024 to 2027. The strategy in INOVASI 3 focuses on strengthening education by providing inclusive education services, guided by principles such as PDIA (Problem-Driven Iterative Adaptation), TWP (Thinking Working Politically), local, diversity, inclusion, and evidence-based approaches.

Maluku Province is one of the areas covered by the INOVASI phase 3 Program, which aims to strengthen the education ecosystem in Maluku. INOVASI has collaborated with various stakeholders, including UPT Kemdikbudristek (BGP, BPMP), UPT Ministry of Culture (BPK) Regional Office of the Ministry of Religious Affairs of the Province and Regency/City, BDK, Maluku Provincial Government and partner Regency/City Governments (Ambon City, West Seram Regency, Central Maluku and Southeast Maluku), CSO, and Teacher Training and Education Institute (LPTK). One of the keys focuses of INOVASI’s work in Maluku is to foster collaboration among all actors in the education ecosystem whose functions relate to education governance. These collaborative efforts aim to improve learning outcomes for elementary (SD) and Islamic elementary (MI) students, and to advance inclusive education through the implementation of inclusive policies and practices. Given the limited number of personnel in the INOVASI Phase 3 Maluku team—and recognizing that Maluku is a new partner region and the education ecosystem approach is a core strategy of INOVASI Phase 3—additional human resources are required. Therefore, INOVASI will recruit two (2) Short-Term Personnel (STP) District Officer: one to focus on supporting Ambon City, and the other to support the broader Maluku team.

These consultants will be responsible for supporting the implementation of program activities, monitoring and evaluation, assisting with publications, and carrying out administrative tasks in partner districts. Their role will also involve facilitating coordination, communication, and collaboration with local government entities, the Ministry of Religious Affairs, and civil society organizations.

INOVASI Phase 3 is implemented in 25 districts and cities across Indonesia, in the provinces of West Nusa Tenggara, East Nusa Tenggara, North Kalimantan, East Java, West Java, and Maluku. The program also works in Ibu Kota Nusantara (IKN).

The Program is managed by Palladium on behalf of the Government of Australia through the Department of Foreign Affairs and Trade (DFAT).

Purpose of the position: Under the supervision of the Provincial Manager, the Education Ecosystem Consultant will support the provincial team in carrying out day-to-day activities in key partner districts. This includes providing assistance in program implementation, event coordination, administrative support, and information management.

Duties: Under the direction of Provincial Manager, the STP District Officer will:
Provide support to theINOVASI Program activities implementation in Maluku:

  • Establish and maintain strong relationships with key stakeholders, including the Education Office (Dinas Pendidikan), BPMP, BGP, BDK, Ministry of Religious Affairs (MoRA), DPRD, CSOs, universities (LPTK), Organizations of Persons with Disabilities (OPD), and others to support the implementation of activities and initiatives that strengthen the education ecosystem.
  • Facilitate activities that promote collaboration and commitment among government bodies and stakeholders, with the goal of formulating and implementing policies and regulations that support the achievement of inclusive Minimum Service Standards, including the Rapor Pendidikan, while encouraging the use of disaggregated data and evidence.
  • Plan and coordinate all logistical aspects of provincial events and activities under the direction of the Provincial Manager. This includes managing invitations, confirming participation of stakeholders and resource persons, and ensuring all participants receive necessary information.
  • Support the implementation of INOVASI’s GEDSI and climate change strategies at the district level, ensuring stakeholders contribute to building a safe, inclusive, and sustainable learning environment. Collaborate with relevant units to ensure the technical soundness and contextual relevance of the support provided;
  • Work closely with the Provincial team to ensure that all activities are planned and implemented in a timely manner and are compliant with Palladium and DFAT regulations and policies.;
  • Assist provincial staff in facilitating and compiling implementation reports for school- and district-level activities. Support data collection and publications, particularly in coordinating potential pilot initiatives aimed at improving teachers’ and principals’ competencies in curriculum and assessment, literacy, and numeracy
  • Actively participate in INOVASI meetings and take notes or prepare meeting minutes as requested;
  • Perform other duties as reasonably required by the Provincial Manager or other Maluku team members, in alignment with the consultant’s qualifications and experience.

Qualifications and Experience: STP District Officer will possess the following qualifications and experience:

  • A bachelor’s degree in education or a related field from an accredited institution; a degree in a relevant field is preferred;
  • A minimum of two years of proven experience in education development programs within non-profit or development organizations. Experience in INOVASI’s key areas—such as primary education, teacher quality improvement, school management and leadership, foundational skills, government and stakeholder engagement, community participation, and/or GEDSI—is highly desirable;
  • Demonstrated understanding of teaching and learning processes, as well as issues related to instructional leadership;
  • Strong organizational and communication skills;
  • Proven ability to deliver measurable and tangible results.
  • Capacity to innovate, adapt, and solve problems effectively.
  • Fluency in written and spoken Indonesian is essential; basic proficiency in English is an advantage;
  • Politically and culturally sensitive, possessing qualities of patience, tact, and diplomacy;
  • Ability to manage stress, prioritize tasks, and remain flexible and adaptable under challenging conditions.
  • A strong understanding of the Indonesian education system, including its structures, mechanisms, and procedures.
  • Residing on Ambon Island, Maluku Province, or willing to relocate there, and available to travel to other areas as needed.
  • Computer literacy, including proficiency in Microsoft Word, Excel, PowerPoint, and email communication tools.
  • Experience working with DFAT or other development agencies, particularly in the education sector, is an advantage.
