Key Responsibilities:
The MEAL Specialist will be responsible for planning and implementing the PASTI Program monitoring, evaluation and learning including knowledge management, and accountability mechanisms, also providing technical assistance and advice in implementing strong performance management practices, as well as the quality assurance role,
1. Strategy Development & Planning
- Leading the process of monitoring, evaluation and learning especially enabling of knowledge management of project outcomes
- Promote community level monitoring, evaluation and learning with NPM, and Specialist project, and integrate these into project designs and annual plans.
- Provide technical support of the preparation of Project Design Document, include to lead the development of target setting with MTT and ITT standard document
- Managing strategic PASTI Program learning events in organization to be effective and link to the Knowledge management as a whole.
- In close collaboration with NPM, and Specialist to develop MEAL plan and budget.
- Oversee the implementation of Pasti Project required by the Project Team.
- Analyse assessment data and write the assessment report. Use the assessment reports to provide recommendations for strategy and programme design.
- Ensure adequate engagement at the zonal level with interagency coordination mechanisms and engage with joint assessments.
- Map WV’s existing and planned assessments to avoid duplication and provide contextual analysis to the Programme team
2. Resource Acquisition & Management
- Provide technical advice on budget preparation for monitoring, evaluation and learning to ensuring the effective and cost-efficient use of resources.
- Provide recommendations based on project achievement against targets and work monitoring to identify new project opportunities
3. Capacity Building
- To build the capacity of Project officers, and project partners monev officer on MEAL methodologies.
- Develop and test contextually appropriate models to MEAL documenting and disseminating lessons learned model.
- Support Project Officer to train partner community groups in MEAL to build their capacity for management of local initiatives.
- Document and disseminate key lessons and strategies to appropriate stakeholders.
- Participate in practitioner networks / working groups, as agreed with the project manager, to ensure ongoing learning on good practices & sectoral standards relevant to assigned project.
- Contribute to National Office “Community of Practice” or Sectoral Task Forces as negotiated with National Project Manager.
- Coordinate with Zonal or National Office IRAM, KM specialist & PQA/DME specialists for promising practices, lessons learned and current methodologies.
- Develop capacity of staff at National and Field level to contribute to knowledge management system in the form of leveraging learning process, improve documentation system and sharing of knowledge
4. Accountability & Quality Assurance:
- Develop project monitoring system and tools and ensure it is used by all staff to track the progress of project implementation, and to capture learning.
- Provide technical advice for NPM in project planning, implementation, monitoring and reporting processes.
- Ensure that project design is implemented with quality to make a defined and measurable contribution to the well-being of children. Working together with local partners in implementing program measurement.
- Ensure that the DME and accountability processes and products are in alignment with NO/Global standards, Donor Requirements and associated guidelines
- Ensure MTT and ITT is used for accountable programming and achievement of expected results and for learning.
- Contribute to the submission of project reports, include MMR, Semester & Annual reports, according to NO and Donor guidelines.
- Coordinate processes for program evaluation and baseline.
- Share lessons learned from reports, baseline and evaluations with communities, development partners and other WV partnership stakeholders,
- Work closely with NPM and project team to setting up accountability mechanism (feedback and complaint) and its routine reporting
5. Networking & Coordination:
- Communicate effectively Wahana Visi’s identity, mission, vision, values and our approach to workin ways that are contextually appropriate and clear.
- Build and maintain network within and outside WVIDN to maximize resources utilization in the field of monitoring, evaluatioin and learning
6. Management & Leadership:
- Maintain a strong control environment by ensuring compliance to WVI financial policies and government regulations.
- Provide Christian leadership and support to enrich the organization’s life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve.
- Ensure that MEAL team understand and follow the WV Safeguarding policy, that efforts are taken to respond promptly and appropriately to child protection incidents, and that awareness raising for prevention and reporting of child protection incidents occurs within the program area.
- Provide technical support for Project Officers in monitoring the context of target areas on an ongoing basis and recommend adjustments to program plans and management in light of changing context, resources, and opportunities.
Requirements
- Min. 3 years’ experience in monitoring, evaluation and learning work, experience in conducting survey, analyze and survey report is an advantage.
- Proven track record in project design, implementation, monitoring, evaluation and report writing.
- Bachelor degree majoring social development, statistics or any other relevant field.
- Good understanding of key aspects of development work.
- Strong research and knowledge management background;
- Demonstrated innovation and success in MEAL’s capacity building;
- Able to communicate effectively both verbally and in writing in English (equal 450 of TOEFL score).
