The Position:
The Programme Analyst, Population and Development (PD) assists in providing integrated policy, technical, and programmatic advice, guiding and facilitating the delivery of UNFPA’s programmes on population and development issues, including population dynamics data production and utilization to inform policies.
You will report to the Programme Specialist, Population and Development.

Job Purpose:
Working within the Country Office (CO) environment, you will support the effective management of UNFPA programme activities in the areas of population and development. Your prime responsibility is to ensure that the programme produces the results to the required standard of quality and within the specified constraints of time and cost.
You will monitor results achieved during implementation, guiding the appropriate application of systems and procedures, conduct analysis and assessment of political, social and economic trends, and developing enhancements as required to ensure the CO remains relevant with current thinking, innovation, and academic advances in the population and development issues and that population dynamics data production and utilization are adequately addressed at national and sub-national development frameworks and programmes in alignment with national and international standards.
This role will involve working closely with government authorities, academia, and other partner organizations to enhance national and subnational capacity for the production and utilization of population data for evidence-based policymaking and development planning by integrating population dynamics.
You would be responsible for:
- Providing support in the implementation of population and development activities, compiling and analysing information relevant to the UNFPA’s role in the country, drafting project documents and work plans.
- Supporting national and subnational capacity development in population data production and use, especially in demographic analysis related to sexual and reproductive health, and gender-based violence, and integration of population dynamics in policies.
- Assisting in the monitoring of project activities and compiling progress information for review, establishing ways to systematically assess achievement and recommending corrective action as required; conducting field visits; participating in review meetings and evaluation missions, and preparing regular inputs to status and progress reports, particularly tracking achievement of Population and Development output indicators of 11th Country Programme cycle.
- Collecting and summarizing relevant political, social and economic information relevant to UNFPA activities in population and development issues, and identifying opportunities for UNFPA assistance and intervention.
- Analysing policy papers, strategy documents and national development plans; providing background information and logistical support for policy-related meetings, technical assistance coordination, and development frameworks to advocate evidence-based policy-making support, including inputs to the implementation of Population and Development Grand Design (DBPK) and its road map, and facilitation of high-level dialogues using data-driven insights.
- Assisting in reviewing new policy developments and summarizing their potential relevance to programme activities.
- supporting coordination with government counterparts, UN agencies, and partners, under the supervision of the Programme Specialist, with executing agencies, experts, government counterparts, and other UN agencies, and facilitating the work of consultants for timely and efficient delivery of programme/project inputs.
- Assisting in documenting and compiling lessons learned and good practices, sharing them with management to inform future planning, and supporting knowledge sharing and technical exchange on population and development under the South-South and Triangular Cooperation (SSTC) platform.
- Assisting in advocacy and resource mobilisation efforts of the CO, by establishing and maintaining a network of donor and public information contacts. Assisting with organising and conducting donor meetings and public information events, including preparing relevant background material for these events to ensure the program is well-resourced, including budget management, fundraising, and securing partnerships for sustainability.
Qualifications and Experience:
Education:
Advanced university degree in statistics, demography, population and/or other related social science disciplines.
Knowledge and Experience:
- No minimum number of years of professional experience required. Any prior experience in the field of demography, population and development activities desirable.
- Experience in data analysis with familiarity with demographic and socio-economic factors is desirable.
- Experience with advanced tools (e.g. Small Area Estimation, geospatial analysis, big data, National Transfer Accounts), and in supporting digital transformation of statistical systems is desirable.
- Experience in applying software packages and web-based tools for statistics, geographic information system, and office management systems is desirable.
- Experience in design, implementation, monitoring, and evaluation of development programme/ project is desirable.
Languages:
Fluency in verbal and written English and Indonesian is required; knowledge of other official UN languages is desirable.
