This is an exciting opportunity to contribute to a long-term international development programme focused on sustainable natural resource management and inclusive policy reform. This programme is part of a long-standing partnership between governments and aims to support sustainable land and resource management through inclusive, multi-stakeholder collaboration. It focuses on strengthening governance systems, improving transparency and traceability in supply chains, and enhancing the capacity of local institutions and communities. Working in close collaboration with government institutions and other stakeholders, the initiative aims to deliver positive outcomes for climate resilience, biodiversity, and local livelihoods.

Please note - This position is being recruited as part of a proposal submission and is contingent upon the successful award of the contract.

Palladium is seeking a Programme Manager (PM) who will support and facilitate the management and implementation of effective and efficient project delivery, playing a key role in leading day-to-day management activities in addition to cross-cutting responsibilities to help grow the business, manage client work, and contribute to technical project implementation. The PM is primarily responsible for financial and compliance activities to deliver projects in accordance with contractual obligations, company policies and client rules and regulations. This role will come with supervisory responsibilities and the need for strong project and grants management as well as speaking competence in both English and Bahasa Indonesia is required. Prior experience of FCDO programming is a plus.

Once awarded, the Programme Manager would be expected to start in November 2025. This a 4 year programme running until 2029 with the potential for extension.

Location: The position is based in Jakarta, Indonesia, and will report at least 3+ days per week to the MoF Head Office located in the Gedung Manggala Wanabakti Block. All applicants must have working rights in Indonesia as sponsorship will not be provided, nor will any relocation expenses.

Reporting Lines:

  • The PM reports to the Team Leader (TL)
  • This role will supervise 1-2 Programme Associate(s) (PA)

Primary Roles and Responsibilities:

Core Project Management

  • Identifies, builds and maintains relationships with clients, partners, consultants and suppliers
  • In collaboration with the TL, provides regular communication to all stakeholders
  • Develops reports, budgets, workplans, proposals and other project outputs for internal and external stakeholders
  • Lead on tracking, documenting and reporting of project deliverables
  • Contract compliance and management: understanding key client terms (including T&Cs and budget), ensuring the programme utilises the appropriate internal tools, templates and approaches to manage contractual and compliance risk
  • Contractual reporting and compliance
  • Support a small grants mechanism for national not-for-profit organisations, ensuring transparent selection, fiduciary oversight, and alignment with strategic objectives
  • Supervisory of 1-2 country associates

Technical Delivery

  • Identifies and implements new technical approaches and ways or working
  • Contributes technical input to the design, planning and the delivery of projects
  • Leads elements of technical work in agreement with the TL and relevant Workstream Leads
  • Ensures quality and completion that provide technical expertise to programmes
  • Works with others across Palladium to provide and build technical capability

Financial

  • Oversee the financial performance of the programme including day-to-day budgeting and forecasting
  • Supervise and Quality Assure (QA) the work done by the programme finance team
  • Analyse data and report findings to the PD, TL, and other internal stakeholders, including Client on occasion


Operations

  • Oversee the smooth running of programme operations by supervising and quality assuring the programme operations team over the life of the programme
  • Oversee plans for procurements/grants to ensure resource availability at critical times
  • Workplan for grant cycles and supporting the Workstream Lead, Finance and Grants

Essential Criteria:

  • Extensive experience managing donor funded projects, preferably with a grants component
  • Excellent written and oral communication skills in English and reading and speaking competence in Bahasa Indonesia
  • Proven ability to work on multiple activities/projects simultaneously and adapt to new work priorities as they change
  • Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality
  • Proven ability to manage, train, and motivate people/teams
  • Sound problem solving and decision-making skills
  • Financial acumen and the ability to interpret and analyse financial reports
  • Experience working on developing country issues and/or contexts and ability to travel and work there for extended period of time when needed
  • Strong editing skills and demonstrated competence using Microsoft applications (Word, Excel, PowerPoint, etc.).
  • Proven ability to navigate sensitive political contexts and institutional dynamics, particularly in Southeast Asia or similar settings

Desired Criteria:

  • Project Management Certification is a plus
  • Familiarity with climate mitigation strategies, forest carbon markets, and international environmental programming
