Introduction

The project ‘Trade and FPRW in Indonesia: Realizing trade gains free from gender discrimination and child labour (RealGains) is a project of 3-years duration, funded by Employment and Social Development Canada (ESDC) and implemented by the International Labour Organization (ILO). This project is designed to enhance compliance with Fundamental Principles and Rights at Work (FPRW) in Indonesia’s export industry, notably in garments, footwear and palm oil as well as lithium battery manufacturing – the latter an emerging industry that the Indonesian Government aims to expand as part of its economic growth strategy. Within the context of strengthening the enabling environment for trade and investment to reap the gains of the Canda-Indonesia Comprehensive Partnership Agreement (CEPA), signed in December 2024, it focuses on addressing persistent FPRW deficits, particularly regarding gender-based discrimination and child labour in order to protect the rights and well-being of women and children during trade expansion and economic growth. This shall be achieved through work under three outcomes:

RealGains builds on the achievements of the project “Strengthening Industrial Relations in Indonesia (SIRI)” by enhancing the capacity of trade unions to handle grievances, promote gender equality in union leadership structures and engage in dialogue and negotiations. It also builds on various projects focusing on the palm oil, apparel, footwear supply chains promoting compliance with labour standards, and promotion of decent work. 

 

Within the policy and procedural requirements established by the ILO and the Project, the Project Technical Officer will be responsible for providing direct technical support to the RealGains project and contribute to the expected outcomes. The incumbent will assist in promoting ILO policies in the project-related areas and other components of the ILO Decent Work Agenda.

Reporting Line

The Project Technical Officer will report directly to the ILO Country Director who will provide overall supervision including on technical, operational and administrative areas. The Project Technical Officer will be based in Jakarta, Indonesia.

 

The Project Technical Officer will also receive technical advisory services and support from the FUNDAMENTALS Specialist in the Decent Work Technical Support Team for East and Southeast Asia and the Pacific (DWT-Bangkok) and other relevant technical specialists at DWT-Bangkok and HQ. Collaboration with the Country Office Programme and Project teams will be required.

Description of Duties

1.Planning, monitoring and evaluation of the project deliverables and activities, including development of a project M & E framework and system.  Ensure conformity with ILO policies and project strategies, ILO programming guidelines and country/action programs, and Office procedures and practices.

2. Provide technical advice and support to project staff and national partners in the design, implementation, monitoring and evaluation of the project activities, in coordination with the ILO Field Offices and HQ.

3. Develop and provide technical inputs for the project reports in collaboration with national project coordination and in coordination with ILO Field Offices and HQ.

4. Conduct research and integrate technical inputs for country analyses, reports and publications related to the project and prepare discussion notes. Provide inputs to other sub-regional reports as necessary and relevant.

5. Develop training materials and conduct seminars and workshops as required.

6. Develop a communications strategy and costed plan for the project in consultation with the Communications team of the Country Office.

7. Maintain close liaison with governments, workers' and employers' organizations, and UN/non-governmental organizations, to discuss matters and follow up on a broad range of country programmes and projects. Maintain working contacts and collaboration with multi-lateral and bilateral donor agencies and draft proposals for funding.

8. Co-ordinate, promote linkages and share best practices and lessons learnt with other relevant ILO projects/programs, ILO units and external stakeholders.

9. Promote ILO policies regarding the project/programme, other fundamental rights at work and the relevant International Labour Standards through coordination with a range of relevant national policies and the strategies of various projects, including those being undertaken by other agencies or in complementary fields of activity. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

10. Undertake missions in relation to project implementation.

11. Undertake other duties as required.

Required qualifications

Education

Advanced university degree (Master’s or equivalent) in a relevant field.

 

A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least five years of relevant international professional experience in the field of fundamental principles and rights at work, particularly in relation to child labour, non-discrimination and in supply chain compliance with international labour standards.

 

Familiarity with ILO policies and procedures including experience working with officials of Ministries of Labour, Industry, Trade and/or education would be an advantage.

Languages

Fluency in English language is required. A good working knowledge of Bahasa Indonesia and/or another ILO working language would be advantageous.
