Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking Labour Migration/Labour Mobility and Social Inclusion (CT-LM/LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Governance and Resettlement and Voluntary Returns.
IOM’s Labour Mobility and Social Inclusion (LMI) programme looks at building the capacity in labour migration management by offering policy and technical advise to national governments, civil society organizations, and the private sector; supporting the development of policies, legislation, and administrative structures that promote efficient, effective and transparent labour migration flows; assisting governments to promote and facilitate safe, fair and ethical labour migration practices to their nationals, employers, and private sector recruitment/placement agencies of migrant workers, including through pre-employment, pre-departure training and embarkation preparedness, human rights due diligence, and enhancing migrant workers’ access to grievance reporting mechanism and remediation; generating evidences to support well managed labour migration policies; and enhancing skills development, recognition, and skills mobility across the regions.
Under the direct supervision of the National Project Officer (NPO), the Project Associate will support the conceptualization, coordination, and implementation of related IOM Indonesia’s project activities across labour migration and counter-trafficking, aiming at strengthening the capacity of government partners and counterparts at the national, sub-national level, civil society organizations, communities, international/national organizations.
Responsibilities and Accountabilities
- Provide support to the National Project Officer (NPO) in the daily operational coordination, implementation, and monitoring of project activities.
- Contribute to the development or revisions of project plan and activities, timeframes and crosscutting issues related to the project.
- Developing/contextualizing, delivering, and monitoring, in coordination with stakeholders, the preemployment and pre-departure orientation pilots for Indonesian migrant workers.
- Involve in developing and providing technical capacity building to private recruitment agencies of Indonesian migrant workers, national and sub-national government and non-government agencies, as well as communities of migrant workers and their families.
- Support in coordinating labour migration/labour mobility related research undertakings.
- Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
- In coordination with the NPO and Project Administrative Team, prepare estimated budgets for project activities, monitor the budget, and ensure the timely submission of expenditure, obtain necessary approval and update budget related information.
- Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process, and follow-up on administrative actions, etc.
- Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions
- Draft correspondence on project issues; prepare/draft and update reports, briefing notes, graphics, statistical tables, meeting notes, presentation, press-releases, projects’ and donor’s visibilities, and other forms of documentation.
- Support to maintain coordination and relationships with relevant government and nongovernment labour migration stakeholders at national and sub-national levels to ensure their continued support and engagement across the projects.
- Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions.
- Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the project.
- Assist in monitoring work of implementing partners and consultants and report non-compliances to the supervisor.
- Perform other related duties as assigned.
EDUCATION
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.
- School diploma with five years of relevant experience; or,
- Indonesian National with good knowledge and understanding of the migration policies and issues, and migration related programming in Indonesia;
- Experience in working on labour migration context, including migrant workers protection and empowerment programming, as well as beneficiary context;
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in working with migrant workers, victims of trafficking and other vulnerable groups;
- Experience in facilitation of capacity building training, workshops, and focus-group discussions with various groups of, and
- Has prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- A high level of personal commitment, efficiency, flexibility, drive for results, respects for diversity, creative thinking;
- Excellent interpersonal skills and demonstrated ability to work effectively in a team environment;
- Ability to establish priorities and undertake assigned tasks with minimum supervision.
- Ability to manage workload within general schedule of work, instructions, and standard practices;

- Ability to manage project’s data, information, and knowledge resources;
- Ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds;
- Ability in graphic design, project’s visibilities, and content creation is an advantage; and
- Excellent computer skill (word-processing, spreadsheet, database, e-mail).
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and Bahasa Indonesia is required (oral and written).
