Program Background
The first phase of the Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year, approximately A$50 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GoI) to advance Indonesia's human and animal health agendas in identified areas of high priority. Building on elements from the previous phases of Australia’s assistance in health sector, including the Australia Indonesia Health Security Partnership (AIHSP), KITA SEHAT will continue to support health security and related systems strengthening in the human health and animal health sectors, while renewing Australia's support for primary health care in line with Indonesia's health transformation agenda. The program will operate across the national level and selected subnational locations, providing strategic advice on policy, governance and service delivery approaches, with a strong alignment with areas where Australia can make distinctive contributions. KITA SEHAT will work through a range of mechanisms including technical assistance, public sector partnership, implementation, research CSO/NGO grants and will coordinate with UN agencies and other development partners to ensure complementarity and avoid duplication. Gender equality, disability equity and social inclusion (GEDSI) and climate resilience will be a strong focus of the program and will be integral to achieving national health goals.
- Primary health care policy and governance - national and selected subsubnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements.
- Primary health services – selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalized groups.
- Health system enablers – national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions.
- Health security – national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats.

The Role
The Team Leader will provide strategic leadership, technical oversight, and program coordination for KITA SEHAT, ensuring alignment with DFAT priorities and the EOPOs. This role will oversee the development and implementation of core strategies and workplans, engaging with key stakeholders—including Government of Indonesia (GoI) ministries, Australian government agencies, and other donor programs—and coordinate inputs from the Technical Advisory and Steering Committees. The Team Leader will foster collaboration, innovation, and adaptive thinking, ensuring that KITA SEHAT remains responsive and strategically positioned to achieve its objectives, and maintain a coordinated approach with complimentary GoI initiatives. As a visionary and adaptive leader, they will foster innovation, manage organizational change, and enable the integration of targeted support across both primary health care and health security for key health system enablers. The Team Leader will ensure the successful delivery of the mixed modality model, merging the elements of a facility and more strategic programming under KITA SEHAT at both the national and subnational locations.

About You
Roles and Responsibilities
Executive leadership and strategic direction
Lead a team of national and international experts to support GoI with its health care and security objectives as agreed with DFAT.- Provide overall strategic leadership, direction and advice for KITA SEHAT.
- Lead the KITA SEHAT strategic planning and annual work plan development process.
- Overall responsibility for the execution of work plans across various program themes, offering technical and leadership mentoring to team members, facilitating collaboration among stakeholders, and engaging in evidence-based policy discussions.
Maintain regular communication with DFAT counterparts to keep them informed about program strategy, planning, and execution.
Promote inclusive leadership and GEDSI principles within the Senior Management Team, fostering a collaborative and adaptive organizational culture.
Provide senior-level technical oversight across key health-related themes (e.g., One Health, primary health care, health security), ensuring technical coherence, relevance, and alignment with KITA SEHAT’s objectives and the GoI health priorities.
Provide strategic leadership on strengthening coordination between national and subnational actors, ensuring alignment of policy and implementation efforts across levels of government, and facilitating systems integration to improve governance and service delivery in the health sector.
Champion development effectiveness principles across KITA SEHAT operations, ensuring the program remains adaptive, results-oriented, and aligned with best
Model and promote a strong result and learning culture across the team, in line with development effectiveness and adaptive management principles.
Develop both formal and informal coordination mechanisms to enhance planning efforts between various DFAT and donor-funded investments.
Facilitate stakeholder engagement to identify cooperative solutions aligned with KITA SEHAT’s objectives and long-term outcomes.
Foster partnerships with subnational institutions including district and provincial health/animal health authorities, civil society actors, and development partners to strengthen local ownership and improve health outcomes at the community level.
Reporting
- Responsible for the preparation and timely submission of contractual reports and deliverables to DFAT, ensuring high quality and adherence to professional standards.
- Align strategy documents and reports with KITA SEHAT’s work plan, theory of change, and program logic to clearly demonstrate pathways to achieving end-of-program goals.
- Lead and actively participate in Technical Advisory and Steering Committee meetings.
- Oversee the quality assurance of program deliverables by reviewing and advising on key outputs, drawing on a strong understanding of the Indonesian health system and global health policy trends
- Ensure documentation reflects KITA SEHAT’s contribution to systems strengthening and improved integration between national and subnational levels, including alignment with government priorities and support for effective policy implementation.
- Other duties as directed by the Contractor Representative.
Selection Criteria
Essential Experience and Knowledge
Relevant tertiary qualifications, along with extensive program management expertise and a minimum of 10 years' experience managing large, complex, multi-disciplinary programs and teams in the field of health care and health security, preferably in Southeast Asia.
Proven track record in strategic planning, high level report writing and impactful communication to diverse audiences.
A demonstrated ability to build productive and sustainable working partnerships with a variety of stakeholders (donors, Australian and/or partner government, civil society and the private sector) across cultures.
Adept at collaborative teamwork and navigating intricate cross-cultural settings, fostering productive internal relationships, and nurturing a culture of ongoing learning. Displays problem-solving acumen and sound judgment.
Experience in programming and building capacity in both government institutions and civil society organizations to foster ownership and sustainability.
Capacity to bring forward a range of highly specialist advice within the health sector and build an integrated program that is understood and respected by stakeholders.
Sound understanding of current policy issues in health care and health security and the ability to translate these into strategic implementation frameworks and provide insightful advice.
Excellent written and verbal communication skills in English and the ability to communicate complex ideas effectively.
Excellent cross-cultural and interpersonal skills.
Desirable
A Master's degree is highly desirable
Demonstrated ability to build trust and maintain long-term relationships with a broad range of stakeholders in Indonesia and Australia.
Ability to coach, mentor and upskill other people and ability to build effective relationships.
Previous experience working with Indonesian government counterparts, and a knowledge of the health context in Indonesia.
Fluency in Bahasa Indonesia would be highly regarded.
