Introduction

The National Waste Management Information System (SIPSN) managed by the Ministry of Environment reports that DKI Jakarta has accumulated 3.1 million tons of waste and is the second largest waste-generating province after Central Java in Indonesia. Data from the DKI Jakarta Environmental Service at the end of 2022 also states that DKI Jakarta Province sends more than 7,500 tons of waste every day to Bantar Gebang TPST (Integrated Waste Processing Site), Bekasi, West Java. Nearly 50 percent of them are organic waste or waste that is difficult to decompose by nature, such as plastic bottles, plastic bags, cans, and others. The waste generated by the residents of the capital can certainly have harmful effects on health and the environment if it is not addressed immediately.

Save the Children Indonesia supported by Global Creating Shared Value Hyundai Continue currently implementing the Circular Economy Program in DKI Jakarta area. This program focuses on managing plastic waste in 20 schools and 4 Ruang Publik Terpadu Ramah Anak (RPTRA) in DKI Jakarta. To enhance public awareness and practices through child led campaign on plastic waste management, we will build upon the impact of this child participation model to deliver wider programming in each area, which work across all levels of society, reaching every key influencer in a children’s life.

We will be shifting the power to children to lead and develop their own campaign on plastic waste management around school and RPTRA area. We are targeting children 12 to 17 years old as child campaigners. We have trained 24 adult facilitators and 72 Child Campaigners from 20 Schools and 4 RPTRA to support their capacity and knowledge before campaigning in school and community.

The project has been implemented from August 2022 and will be expected to finish in December 2025. The overall objective of the program will be achieved through 3 outcomes:

Outcome 1: Improved awareness and knowledge on climate crisis issues among school members, communities in RPTRA and general public in target campaign area (Awareness)

Outcome 2: Increased practices to reduce the worst impact of climate crisis through children initiatives on climate campaign (Engagement/Public Mobilisation).

Outcome 3: Engaged with local government to influence the child sensitive governance that related with climate crisis policies through children dialog (Advocacy)

Direct beneficiaries will include children who participate on training of module “Cerdas Pilah Plastik”, as well as those who attend and participate in campaign activities. We have reached 1.503 children (training activity) and 18.320 Children (campaign activity).

Indirect beneficiaries will include children and adult that are exposed to information and materials about plastic waste management and climate crisis through offline and online media. Estimated indirect beneficiaries from this project is around2,000,000 indirect beneficiaries.

The evaluation will be conducted to review the quality of the project implemented, including measuring the achievement of the program, and to capture its lessons learned that might be important.

Background

The project has been implemented since August 2022 and is expected to finish in December 2025.

The overall objective of the program will be achieved through 3 outcomes:

Year 1 implementation: Period of implementation is from August 2022 until July 2023. Targeted beneficiaries 10 schools and 2 RPTRA. The module used for year 1 school campaign is SEKOCI ( Sekolah Cerdas Iklim) implemented by Save the Children.

Year 2 implementation: Period of implementation is from August 2023 until July 2024. Targeted beneficiaries 20 schools, 4 RPTRA, Sunter Agung Sub-district, Sunter Jaya Sub-district. The module used for year 2 school campaign is Cerdas Pilah Plastik implemented by Waste4Change (Waste Management Company in Indonesia).

Year 3 implementation: Period of implementation is from August 2024 until December 2025. Targeted beneficiaries 20 schools, 4 RPTRA, Sunter Agung Sub-district, Sunter Jaya Sub-district. The module used for year 3 school campaign is Cerdas Pilah Plastik (with adjustment of advocacy and sustainability plan content) implemented by Waste4Change.

Previous study has been conducted: baseline study for year 1, mid-term study for targeted areas which joined from year 1 and baseline study for targeted areas which joined in year 2.

Scope of Work

The final evaluation will assess the whole implementation project of the Circular Economy Project in DKI Jakarta starting from August 2022. The evaluation will cover activities implemented in 20 schools and 4 RPTRA , as well as the community in Sunter Jaya and Sunter Agung sub-district in Tanjung Priok District according to Program Logical Framework.

The evaluation is expected to assess the overall impact of the Circular Economy project by measuring changes in knowledge, attitudes, and practices (KAP) related to plastic waste management in the implementation areas. It will examine how well the program was implemented as intended, whether it reached the target populations, and how beneficiaries perceived the relevance and quality of interventions. The evaluation will also assess the extent to which the project achieved its intended outcomes, contributed to social and behavioral change and generated broader social value. Additionally, it will explore whether the program delivered value for money and identify lessons to inform future scale-up or policy integration.

Deliverables

The evaluation deliverables and due dates (subject to the commencement date of the evaluation) are outlined below. The Evaluation team lead will Save the Children immediately of any risks or issues that may impact on their ability to provide the deliverables by due dates.

  • The Evaluation Team is contracted and commences work
  • The Evaluation Team will facilitate a workshop with the relevant stakeholders at the commencement of the project to develop the Inception report:

The inception report will include:

  • evaluation objectives and key evaluation questions
  • description of the methodology, data sources, draft data collection tools (preferably against the key evaluation questions), and sampling considerations
  • caveats and limitations of evaluation
  • key deliverables, milestones, and timelines
  • risk and issue management plan
  • a stakeholder communication and engagement plan
  • consultation protocols for consulting with children and other vulnerable groups (if applicable)
  • Logistical or other support required from Save the Children

Once the report is finalised and accepted, the evaluator/ evaluation team must submit a request for any change in strategy or approach to the evaluation manager or the steering committee.

    • Annexes (Project logframe, Evaluation TOR, Inception Report, Study schedule, List of people involved)
  • A consolidated set of feedback from key stakeholders will be provided by Save The Children within 1 week of the submission of the draft report.
  • Final Evaluation Report* incorporating feedback from consultation on the Draft Evaluation Report
  • Knowledge translation materials: PowerPoint presentation of evaluation findings
  • Report Dissemination to Stakeholders

Expected Qualifications:

To be considered, the Evaluation team members together must have demonstrated skills, expertise and experience in:

  • Designing and conducting outcome evaluations using qualitative and quantitative design
  • Conducting research and/or evaluation for intervention related to climate issues, particularly in relation to Circular Economy
  • Leading socio-economic research, evaluations or consultancy work in Indonesia that is sensitive to the local context and culture.
  • Conducting ethical and inclusive research and/or evaluation involving children and child participatory techniques
  • Managing and coordinating a range of government, non-government, community groups and academic stakeholders
  • Extensive experience of theories of change and how they can be used to carry out evaluations
  • Report writing and presentation skills

There is a high expectation that:

  • Members (or a proportion) of the evaluation team have a track record of working together.
  • A team leader will be appointed who has the seniority and experience in leading complex evaluation projects, and who has the ability and standing to lead a team toward a common goal.
  • The team has the ability to commit to the terms of the project, and have adequate and available skilled resources to dedicate to this evaluation over the period.
  • The team has a strong track record of working flexibly to accommodate changes as the project is implemented.
