Head/VP of Project Management

Main Responsibilities:

• The Head PMO is responsible for leading the centralized project governance function for airport construction programs in the International Airport.
• This role ensures that all projects are delivered in accordance with international aviation standards, national regulations, and organizational objectives related to cost, schedule, quality, and safety.
• Reporting to the executive leadership, the PMO Head oversees the entire project lifecycle, planning, design, procurement, execution, and commissioning while managing coordination among government institutions (Kemenhub, PUPR, BPN, LKPP), Airport operators (Angkasa Pura Indonesia), consultants, and EPC contractors.
• The purpose of the role is to establish strong project management practices, mitigate, risks, drive accountability, and ensure that complex, multi-stakeholder airport infrastructure projects are completed successfully and sustainably in line with Indonesia's aviation development goals.

Project Leadership & Delivery Oversight:

• Steer construction project initiation, including
  vendor shortlisting, scope definition, and
  preliminary design finalization.
• Institutionalize stage-gate processes through
  an independent Stage Gate Review Committee.
  Lead implementation of knowledge
  management, document control, and
  continuous improvement mechanisms.
• Enable seamless integration of engineering,
  procurement, and construction activities
  through centralized coordination.
• Guide audits, performance reviews, and
  process improvements to ensure project
  quality and cost-effectiveness.

Project Governance & Execution Monitoring

• Develop and implement a standard Project
  Control Manual applicable across all
  construction sector projects.
• Guide creation of project deliverables, and
  structured reviews aligned with a Result-First
  approach.
• Establish and manage War Rooms to track
  project progress, identify bottlenecks, and
  ensure timely interventions.
• Oversee and analyze schedule adherence,
  critical path, productivity, and trending data.
  Lead the creation of project MIS, performance
  dashboards, and review presentations at
  specific monthly intervals.

Regulatory Approvals & Stakeholder Management

• Lead and coordinate the regulatory approval
  process across all phases of the airport
  project (planning, design, construction,
  commissioning).
• Ensure compliance with Indonesian laws
  and sectoral regulations, including Ministry of Transportation (Kemenhub /Ditjen Hubud) - Ministry of Public Works and Housing
  (PUPR) - LKPP Ministry of Environment & Forestry (KLHK) - National Land Agency (BPN) - Local Government (Pemda/Provinsi)
• Act as the central point of contact for all key
  stakeholders, ensuring consistent
  communication, alignment, and
  transparency across all project stages.

Strategic & Financial Leadership

• Partner with the Finance and Strategy teams to
  manage budgets, drive capital planning, track
  cost overruns, and deliver financial discipline in
  projects spend.
• Monitor contract-level financial performance
  and align with procurement and construction
  schedules.

General Requirements:

• Bachelor's degree in civil engineering, Architecture, Construction Management, or related field or Master's Degree or MBA in Project Management or Civil Engineering Management is preferred.
• Experience: 25+ total years of experience in the project management/civil construction project.
• Certifications: - Sertifikat Keahlian (SKA) Utama Grade 9 Ahli Teknik Bangunan or Project Management - PMP® Project Management Professional

• Should be well qualified, experienced, and matured individual with good exposure to construction business management
• Must have worked in major organizations/Groups for min of 5 to 6 years at Leadership Position
• Fully conversant with the use of technical tools such as Primavera, BIM, SAP, power point presentation, MS Access, SQL, use of Macro/Pivot
• Table and other data analysis tools & data base operation.
• Fully conversant in setting up construction management process, have handled large/multiple construction site as Project Control Head
• Primary experience in carrying system & business integration/analysis/process
  creation and management/process simplification, deploy process control tools,
• Fully knowledgeable in new technology which are used for construction management
  Capable to deploy and manage construction management tools
