Yayasan Inisiatif Perubahan Akses menuju Sehat (IPAS) Indonesia, is a local foundation works as affiliation of Ipas global so that women and girls have improved sexual and reproductive health and rights through enhanced reproductive justice and access to care for women and girls in Indonesia.
Position Purpose
The MERLA Advisor plays a vital role in ensuring Yayasan IPAS Indonesia is data-driven, effective, accountable, and adaptable to meet the needs of stakeholders and other units within the organization. This role focuses on impact measurement, evidence-based learning, and continuous improvement to enhance the organization's mission and sustainability. S/he will collaborate with the other program units to ensure high-quality processes and methodologies.
This role involves developing robust MERLA systems, conducting monitoring, reflections, and evaluations, ensuring quality of data and reports, fostering a culture of learning, and promoting adaptive management to inform programmatic decisions and enhance impact.
The MERLA Advisor will report to the Deputy Director of Program, collaborating closely with other Technical Unit Advisors, technical specialists, project coordinators and program staff to ensure the integration of MERLA activities into program operations. S/he will oversee the MERLA team and consultants and is responsible to guarantee that best practices are implemented in all MERLA activities. The advisor will ensure that data is shared and used by internal and external audiences through routine review of findings, M&E report, and publications.
Summary of Responsibilities
Strategic Planning and System Design
- Develop and implement comprehensive MERLA frameworks that align with Yayasan IPAS Indonesia’s program goals, donor requirements, and national standards.
- Design and oversee the implementation of Performance Monitoring Plans (PMPs) or similar tools, including baseline, mid-term, and end-line evaluations.
- Establish data collection systems using appropriate methodologies (quantitative and qualitative) to monitor program outputs, outcomes, and impact.
Data Management and Quality Assurance
- Ensure the integrity and accuracy of data through regular quality assessments, audits, and validation procedures.
- Develop and implement data management protocols, including data entry, storage, and security measures.
- Utilize data visualization tools to present findings and trends to stakeholders effectively.
Capacity Building and Technical Support
- Provide training and mentorship to program staff, partners, and stakeholders on MERLA best practices and tools.
- Develop capacity-building materials and conduct workshops to enhance MERLA competencies within the team.
- Offer technical assistance in the design and implementation of research studies and evaluations.
Research, Learning and Continuous improvement
- Lead or collaborate in operational research to generate evidence on program effectiveness and inform adaptive management.
- Synthesize research findings into actionable insights and disseminate them through reports, presentations, and publications.
- Foster a learning environment with other units and implementing partners/grantees of Yayasan IPAS Indonesia, by integrating lessons learned into program design and implementation.
- Promote a culture of continuous learning and adaptation to other units within Yayasan IPAS Indonesia by facilitating regular reflection sessions and feedback loops.
- Support the integration of adaptive management practices into program planning and implementation.
Team Leadership and Management:
- Supervise and mentor MERLA staff and consultants to ensure effective execution of MERLA activities,
- Provide guidance and support for other program staff/unit in relation to MERLA functions,
- Manage MERLA team budget inline with Yayasan IPAS Indonesia financial system and budget planning.
Reporting and Stakeholder Engagement
- Prepare and submit timely reports (quarterly, annual) detailing MERLA activities, findings, and recommendations.
- Liaise with donors, government agencies, and other stakeholders to ensure alignment and compliance with MERLA standards.
- Represent the organization in MERLA-related forums, conferences, and working groups.
Finance:
- Understand and comply with the Finance regulation in Yayasan IPAS Indonesia for all the activities
HR & Administration
- Understand and comply with the HR regulation in Yayasan IPAS Indonesia
- Collaborate with other teams in Yayasan IPAS Indonesia
- Ensure all activities comply with the regulation in Yayasan IPAS Indonesia
Other
- Perform other related duties as required
Internal & External Customers / Suppliers as well as Third Parties
- Represent Yayasan IPAS Indonesia and overall program interests at local, national and regional meetings, workshops and conferences as needed,
- Act as a liaison to Indonesian government partners as needed,
- Collaborates with operations/technical leads and the Country Director about allocation of resources, budgetary issues, and program results,
- Works closely with the US-based Programs Support Team (PST) on program implementation, resolving field level challenges, and development of proposals and donor reports,
- Develop and maintain relationships with key program stakeholders, including government officials, community based organizations, and civil society actors.
Position Requirements
- Master’s degree with 10+ years of experience conducting monitoring, evaluation and research in reproductive health programs, preferably working in international organizations.
- 5+ years of experience supervising monitoring and evaluation teams.
- Experience in developing MERLA Plan that has a strong women empowerment perspective and managing its implementation for a multi-year's project
- Experience in applying evaluation findings to inform the design of community and health facility-based interventions.
- Strong quantitative skills, including demonstrated ability in the collection, management, analysis and presentation of quantitative data.
- Strong qualitative research experience, including participatory approaches in qualitative methods.
- Has an understanding in feminist approach for MERLA.
- Strong management skills, including experience in project administration, supervision of field staff, and communication among global and national staff and partners.
- Excellent written and spoken communications skills in English and Bahasa Indonesia.
- Strong interpersonal skills and the ability to work successfully in a cross-cultural, team-based global environment.
