The Role
The Senior Legal Specialist will be responsible to provide technical input on legal drafting to MoF, BAPPENAS and Papua Region Government efforts in creating stronger enabling environment for subnational service delivery; improving service delivery at sub-national level and; ensuring greater participation, representation and influence of women, people with disabilities and vulnerable groups.

About You
- Assist local government in legal drafting and provide technical input related to legal aspects to national and local government in formulation of Special Autonomy policies in the region.
- Assist local government in legal drafting and provide technical input on legal aspects to local government in institutionalizing and strengthening of local information systems as well as regional data forum.
- Assist local government in legal drafting and provide technical input on legal aspects to local government in preparing GEDSI policies and action plan.
- Assist local government in legal drafting and province technical inputs on collaboration between local government and universities and/or CSOs in replication of village information system.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. (Travel is based on need).

- Documented input to above mentioned focuses: draft of local regulations, policy briefs.
Relationship Management
Selection Criteria
- Minimum master’s degree in legal studies with minimum 15 years experiences in formulation of government regulations, especially in Papua and Papua Barat.
- Strong knowledge on recent national and local policies which related to special autonomy issues.
- Strong analytical skills, focusing on basic services on special autonomy region context.
- Demonstrate ability to conduct capacity development and knowledge sharing for GOI and local Governments as well as SKALA program staff.
- Strong communication skills (written and verbal) in Bahasa Indonesia and English.
- Strong interpersonal skills, ability to maintain work relations with key stakeholders in the government.
- Understanding of gender equality and social inclusion issues
