Key Responsibilities:
This position is responsible for providing overall leadership and management for Area Programs (AP) in accordance with relevant strategies (e.g. national, sectors, disaster preparedness plan) and all organization‘s policies and standard. The position is also responsible to ensure the quality of ministry in AP area by managing and coordinating AP staff, developing and strengthening cooperation with partners especially operating model/implementing partnerThis position is responsible for providing overall leadership and management for Area Programs (AP) in accordance with relevant strategies (e.g. national, sectors, disaster preparedness plan) and all organization‘s policies and standard. Strategy Development & Planning
- Ensure that project priorities and approaches (vis-à-vis Design Document and Annual Operating Plan) are based on community and partners’ capacities, needs, resources and opportunities and in alignment with National and Regional strategies and Partnership / National Standards. Including plan and management of strategy for government funding project
- Develop and implement AP Annual Operating Plan, including budget, P&C and key AP milestones according to agreed APs Design or Urban Ministry Design and Partnership/National standards with high quality participation of operating model/implementing partner.
- Coordinate revision of plans and budgets in response to monitoring, reflection and learning with the community and the program team.
- Ensure that the programs and the projects effectively integrate all aspects of disaster management and advocacy into long term development process.
- Ensure that cross-cutting themes such as gender equity, Christian commitment, peace building, environment and protection are integrated into planning and implementation of projects.
- Contribute to development and implementation of National, Zonal Strategy and Corporate Plan.
- Ensuring the management of community volunteers needed to support the program implementation needs in the field through partnership with CBO/ FBO
Resource Acquisition & Management/ Engagement/Project Management
- Prepare AP budget (including RC growth, private and grant funding) and funding requests in alignment with National and Zonal Strategy.
- Ensure effective strategic, operational and administrative coordination between all projects within the program, regardless of funding type and cost effective use of the resources.
- Identify new funding opportunities and negotiate “Project Charter” with Program Officer for development of proposal. Contribute to cross-functional teams as agreed in Project Charter for development of new projects.
- Identify new opportunity and manage funding from local government in APs Area.
- Provide effective customer service management in sponsorship funded programs.
- Act as a resource person for the development of success story for marketing and management purposes.
- Approve AP expenditures according to Limit of Authority’ guideline, include travel requests of AP staff.
Capacity Building/ Technical works
- Internalize and socialize WV core documents.
- Ensure capacity building of all program staff, enhancing their commitment, character, competence, and critical thinking. Work with staff to ensure they are implementing an appropriate capacity development plan which will enable the AP to meet its goals and will further empower staff to use their God-given abilities.
- Promote ongoing reflection and learning among staff.
- Develop dynamic organizational culture for AP that conveys the principles of a “Learning Organization” and applies principles of our Core Documents, policies, manuals, and procedures.
- Share lessons learned of program implementation with communities, development partners and other WV Partnership stakeholders.
- Ensuring required capacity building with partners including operating model/impementing partner is carried out so that program implementation runs well.
- Ensure capacity assessment and development for required technicalities of staffs and partners with sound monitoring process
Accountability & Quality Assurance
- Ensure Partnership / National Sponsorship standards are met.
- Submit core reports with completeness, quality and timeliness:
- Monthly and Annual Management Reports
- Government Report
- Semi-annual reports according to Partnership / National Standards
- Follow-Up Audit Reports in coordination with Zonal Finance team.
- Ensure that the DME enable the program and the projects to make a defined and measurable contribution to the well-being of children in working together with local development partners.
- Ensure that the DME processes and products are in alignment with LEAP standards and associated guidelines.
- Prepare and negotiate “Project Charter” with cross-functional teams in order to meet LEAP milestones.
- Ensure monitoring system and tools are developed and used by all staff to track the progress of project implementation, carry out ongoing adjustments to program plans and management in light of changing context, resources, and opportunities; and to capture learning.
- Ensure compliance with sponsorship standards and integration of child sponsorship with development programming in accordance with Sponsorship and TD Policies, and sponsorship programming guidelines.
- Ensure that the programs and projects contribute to supporter transformation.
- Manage AP’s assets and resources (human, financial, equipment, technology, etc), ensuring that they are within the project budget and in accordance with WVIDN financial policy.
- Ensure maintenance of office equipment, vehicles and other assets.
- Regularly monitor the security situation in an AP and complete security reports as per National Policy.
- Ensure that staff understand and follow the WV safeguarding policy, that efforts are taken to respond promptly and appropriately to safeguarding incidents, and that awareness raising for prevention and reporting of safeguarding incidents occurs within the program area.
- Ensure development monitoring system with partners
- Responsible to lead the advocacy process through programs to communities and partners
- Ensure social accountability mechanism according to the required minimum standard for social accountability.
- Maintain accountable relationship of representing support function with cross sectional leadership such as procurement and finance toward day-to-day operational support basis
Networking & Coordination
- Represent the Organization to internal and external stakeholders at AP level; bringing the correct messages about Organization’s stance, causes, and work.
- Develop and implement a plan together with field staff to form, facilitate and manage effective relationships and networks with various development partners. This would include: government departments, community-based organizations, other NGOs, local businesses, churches, other faith-based organizations, and the community leaders of the area .
- Be responsible for maintaining and strengthening relationships with key partners and ensure that partnerships with other development partners are focused on promoting the well-being of children, especially the most vulnerable.
- Develop robust networks and excellent relationships at AP level with Government (including Diknas, Kesra, Nakertrans, Bappeda), related Commissions at DPRD (if relevance), heads of international and local NGOs, and UN institutions, religious institution especially church leaders, communities and children to contribute to and influence priorities and plans related to the well-being of children; and to secure necessary technical, human and finance resources.
- Involve the support office partners in key events/milestones of the program.
- Ensure that in the implementation of the program work together intensively with partners
- Coordinate and host visits of sponsors, donors, and WV staff from other offices, include to coordinate with Communications Unit all media and film crew visits to the project area
Management & Leadership
- Live in or as close to the program communities as possible and model an incarnational life style.
- Develop and manage annual business plan and budget for Program Dept.
- Submits periodical/ monthly accomplishment report
- Build and maintain positive spirit of working in team with other staff in respective unit and department
- Provide line management for Area Program team, including performance management, coaching and capacity building.
- Provide Christian leadership and support to enrich the organization's life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve.
- Be a role model and inspiration in managing work, communication and relationship with internal staff and external parties.
- Manage all risks related to Program according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks.
- Ensure AP is adequately resourced with empowered and qualified staff.
- Develop appropriate organizational chart, JDs and performance goals according to AP Design and AOP.
- Manage staff retention, workload and orientation.
- Ensure all of staffs understand and implement the Anti-Fraud Policy in every aspect in program implementation.
- Lead the change management of AP according to organizational strategic plan and initiative to ensure the implementation according the desired objectives.
- During times of disasters, provide leadership for all aspects of disaster response as needed and manage necessary transition in program / project activities.
Job Requirement
- Bachelor’s degree in Social Studies, International Development, Business Administration, Rural development, social studies or any related field.
- Minimum of 4 years Coordinator experience in programme/project with a thorough understanding of all areas of project management cycles in a complex international organization.
- Demonstrated track record in sponsorship, technical program, proposal development, funding acquisitions and grant management.
- Strong budgetary and financial management, and also design monitoring evaluation skills.
- Proficiency in written and spoken English
- Good interpersonal, organizational and time management skills.
- Ability to maintain performance expectations and hold other accountable
- Computer literate in Microsoft Office, Workday, Teams, Horizon or similar database, email and internet programs
