The Role
Junior Database Engineer will assist SKALA and its government counterparts, especially BAPPENAS and Kementerian Keuangan by providing expertise and technical input on building and maintaining data systems that will support SEPAKAT database and application. The Consultant will construct datasets, build infrastructure for extraction, transformation and loading of data from various data sources including national socio-economic data to support SEPAKAT analysis modules and data integration process. The Consultant will support the continuous development of SEPAKAT analytical intervention ready to be linked with other system application such as SIPD, SIKD and SLR Dashboard. In addition, the Consultant will contribute to the development of system mock-ups integrating SEPAKAT and SIKD data, provide input to sea level rise (SLR) analysis, and assist in designing evidence-based intervention frameworks based on spatial and fiscal data insights.

About You
- Assemble large-scale survey datasets by leveraging expertise in managing sources such as Susenas, Sakernas, Podes, and other relevant socio-economic data, including data from sectoral ministries (Satu Sehat, Dapodik). This includes extracting key information, cleaning and transforming data and conducting statistical analysis. Identify, design and implement infrastructure for scalability, optimize data delivery and automating manual processes.
- Build required infrastructure for extraction, transformation and loading of data from various data sources using SQL technologies.
- Develop mock ups on SEPAKAT analytical intervention menu ready to be linked with SIPD and SIKD.
- Develop analytical mock-ups that integrate SEPAKAT and SIKD data to support policy and planning processes.
- Perform analytical skills to interpret data, identify trends, patterns, and correlations, and generate actionable insights for different sets of data including Regsosek/DTSEN, Susenas, Sakernas, Podes, and other relevant socio-economic data. Apply statistical methods to draw meaningful conclusions from these datasets.
- Conduct data quality assurance and quality control in SEPAKAT application regularly to ensure data presented of highly standard and can be utilized fully.
- Provide technical expertise and work closely with SKALA-GEDSI team to identify and interpret pattern and trends on specific GEDSI data to ensure data on women, disabilities and vulnerable individual and their needs are available and accurate.
- Provide technical input to national and sub-national regulatory and policies frameworks ensuring coherence and synergy related to GEDSI data integration and utilization.
- Provide technical facilitation to BAPPENAS on the discussion on dataset analysis for SIPD-SEPAKAT integration.
- Work collaboratively with programmers to identify process improvement opportunities, propose system modifications, and data governance mechanism that will ensure GEDSI data are accessible.
- Other tasks as requested by SKALA.

- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- Technical analysis report on the infrastructure of database that is used in SEPAKAT and other systems such as SIPD and SIKD.
- Technical input on infrastructure for extraction, transformation and loading of data for SEPAKAT.
- Mock-ups on SEPAKAT analytical intervention feature ready to be linked with SIPD and SIKD.
- Develop analytical mock-ups that integrate SEPAKAT and SIKD data to support policy and planning processes. Technical input on national socio-economic data interoperability mechanism and run various exercises for data matching and data checking.
- Guidelines and documented process of consultation.
- Report on GEDSI regarding data analysis and utilisation in the planning process, i.e. RPJMD, Renstra, RPJMDes, RKPD, etc.
- Improved the integration between SEPAKAT, SIPD and SIKD application.
- Input to SEPAKAT monitoring and updating processes.
- Frequently asked questions and answers for SEPAKAT and SIPD.
Relationship Management
Selection Criteria
- Bachelor degree in Information System, Statistics, with a minimum of 6 years’ experience in database, data analysis, information system, research, data science, machine learning including for its utilization in local planning and budgeting processes.
- Proficient in data processing tools: Demonstrate fluency in various data processing tools such as Microsoft Excel, Stata, SAS, R, or Python. Leverage these tools to manipulate and transform data, conduct exploratory data analysis, and implement statistical models.
- Technical proficiency regarding database design development, data models, techniques for data mining, and segmentation.
- Proficiency in statistics and statistical packages like Excel, STATA, SPSS to be used for dataset analysis
- Adept at using data processing platforms.
- Excellent interpersonal skills and written and verbal communication skills.
- Excellent problem-solving skills.
- Ability to work both independently and as part of a team to achieve goals.
Preferred
- Experienced working with Government of Indonesia.
- Experienced working on community development projects involving government and development partners, especially related to social protection for people with disabilities.
