This is an exciting opportunity to contribute to a long-term international development programme focused on sustainable natural resource management and inclusive policy reform. This programme is part of a long-standing partnership between governments and aims to support sustainable land and resource management through inclusive, multi-stakeholder collaboration. It focuses on strengthening governance systems, improving transparency and traceability in supply chains, and enhancing the capacity of local institutions and communities. Working in close collaboration with government institutions and other stakeholders, the initiative aims to deliver positive outcomes for climate resilience, biodiversity, and local livelihoods.

Palladium is seeking a Programme Associate (PA) to support the management of effective and efficient financial, compliance, and human resources activities as well as to deliver work in accordance with contractual obligations, company policies, local country settings, and client rules and regulations. Speaking competence in both English and Bahasa Indonesia is required.
Once awarded, the PA would be expected to start in November 2025. This a 4 year programme running until 2029 with the potential for extension.
Location: The position is based in Jakarta, Indonesia, and will report at least 3+ days per week to the MoF Head Office located in the Gedung Manggala Wanabakti Block. All applicants must have working rights in Indonesia as sponsorship will not be provided, nor will any relocation expenses.
Reporting Lines:
- The PA will report to the Programme Manager (PM)
Primary Roles and Responsibilities:
Core Programme Management
- Supports the maintenance of workplans, pending task lists, team trackers and team calendars, schedules and creates agendas for, and takes notes at meetings
- In collaboration with PM and PD/TL, ensures clear and timely communication between all stakeholders
- Serves as the programme's liaison between all internal stakeholders (finance, compliance, HR, security, senior managers, etc.)
- Manage subcontracts and third-party vendor contract to address contractual and payment matters as needed
Operations
- Under the supervision of the PM, ensure a smooth running of the operations of the programme in close collaboration with the programme operations team. This includes training the programme team on Palladium and programme specific policy, procedures and tools
- Processes contract action requests (i.e., travel, personnel additions/changes, partner, grant, budget realignment)
- Research trends and identifies opportunities for operational improvement within the programme
- Lead on compliance tasks such as due diligence, timesheet, programme specific policy and procedure developed in alignment with programme-related compliance
- Oversee assets management and disposal
Technical Delivery
- Contributes to programme specific research, reports, budgets, workplans, proposals, communications products and other programme outputs intended for distribution to internal and external stakeholders
- Identifies, builds, and maintains sector-specific relationships with partners, consultants and clients that can provide technical expertise to Palladium-managed programmes
Essential Criteria:
- 1-3+ years of demonstrated experience (post degree) with programme management and experience coordinating and liaising with staff across activities
- Full fluency in English and reading and speaking competence in Bahasa Indonesia
- Financial management and administration skills, with the ability to review and quality assure the financial reports of programmes
- Ability to learn and apply program procedures with exceptional attention to detail
- Proven ability to train people on new processes
- Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients, partners and consultants
- Demonstrated ability to work as an effective team member in a complex and fast-paced environment
- Sound problem solving and decision-making skills
- Ability to manage demanding workload, assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality
- Ability to work independently and take initiative
- Commitment to neutrality in all dealings with stakeholders, including political stakeholders, to build trusted relationships and ensure maximum effectiveness of the programme
- Strong editing skills and demonstrated competence using Microsoft applications (Word, Excel, PowerPoint, etc.)
Desired Criteria:
- Experience working on a donor-funded programme
- Understanding of Indonesian governance systems
