Winrock International is seeking a full-time Project Director for an anticipated U.S. Department of Labor-funded project to addressed labor abuses in the critical mineral supply chain in Indonesia. This position is contingent on receipt of funding.
This is position is not eligible for international allowances.
POSITION SUMMARY:
The Project Director will be responsible for implementing a results-oriented project to improve labor rights in the critical mineral supply chain in Indonesia and increase the resiliency of communities to child labor and/or forced labor. The Project Director is responsible for the overall technical strategy and project management and will report to the Home Office. S/he will maintain systems for project operations; ensure that all deadlines are met and targets are achieved; and coordinate and maintain working relationships with project stakeholders. This includes private sector partners and industry associations, government ministries, subgrantees, rightsholders, and training/academic institutions as needed. S/he will lead collaborative initiatives to ensure all approaches are sustainable and evidence-based.
ESSENTIAL RESPONSIBILITIES:
- Manage and represent the project and Winrock to external stakeholders such as donors, local and national government entities, international and local businesses, NGOs, and multi-sectoral groups and bodies.
- Work collaboratively with the stakeholders to achieve measurable improvements in labor rights implementation in mineral mining and reduction/elimination of child and forced labor.
- Oversee project partners’ implementation and compliance with Winrock, the donor and Indonesian policies.
- Lead timely implementation of project activities;
- Oversee monitoring and evaluation of project implementation and recommend areas for course correction;
- Provide/oversee specialized dialogue, policy advocacy and capacity strengthening on identification and mitigation of child labor and forced labor practices;
- Provide continuous technical assistance, support, and information to national and local government officials, partner NGOs, international and domestic consultants, and project staff;
- Oversee management of project budget and ensure that all financial activity is carried out in accordance with annual budget allocations, Winrock policy, and donor guidelines;
- Maintain close communication with Winrock home office and provide ongoing formal and informal updates on project progress and escalate issues for problem-solving;
- Supervise local project staff and annually evaluate their performance;
- Travel to participate in project activities and monitor progress;
- Other duties as assigned.
POSITION QUALIFICATIONS:
Education: Bachelor’s or Master’s degree in business administration,
Work Experience:
- At least 10 years of experience working on similar international projects, including a minimum of 7 years of experience in project management, supervision, administration, and implementation of cooperative agreement and/or grants, contract requirements (including meeting deadlines, achieving targets, budgeting, and overseeing the preparation and submission of required reports).
- Demonstrated experience establishing and maintaining systems for managing project operations
- Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget and to the highest ethical standards.
- Financial management, budget design, and budget management experience.
- Demonstrated success in motivating and supervising diverse teams of employees.
- Proven success serving in a leadership role for a project addressing issues of child labor, forced labor, and/or related issues.
- Demonstrated experience working with governments, including providing technical assistance for strengthening implementation of initiatives to address child labor and/or forced labor
- Experience working with the private sector, preferably in the mining industry or on supply chains, and adherence to international labor standards, human rights due diligence requirements for imports
- Experience engaging in coalition building and public-private partnership promotion.
- Experience in strategic and project planning and implementation of operational plans.
- Experience designing and implementing or overseeing monitoring and evaluation systems.
- Knowledge of US Government regulations, policies, and procedures strongly desired;
- Excellent interpersonal skills and ability to be flexible, responsive, and confident in interfacing with staff members and external stakeholders to accomplish tasks
- Oral and written fluency in English and Bahasa Indonesian required.
- Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
