Head of Bancassurance Business Quality
The Head of Bancassurance Business Quality role offers risk management oversight activities in the Division. The Incumbent will serve as the Divisional Operational Risk Officer and leading practice expert on Operational Risk Management within the Division. The Director is responsible for supporting the development of the Enterprise and Operational Risk Frameworks for the division and Manulife, for driving the implementation of these Frameworks throughout the Division, and for providing oversight of and reporting on the Operational and Enterprise Risk activities throughout the Division.
Position Responsibilities:
• Work with Operational and Enterprise Risk colleagues across the globe to develop the risk policies and standards that make up the Operational and Enterprise Risk Management Frameworks (“the Frameworks”), and to coordinate global activities, and to learn collectively from global implementation experiences.
• Plan the ongoing implementation of the Frameworks for the Division and ensure that processes are sustainable once implemented. Manage implementation to ensure that it is aligned with the Frameworks requirements and Divisional objectives, and that it is efficient, leveraging existing Divisional activities where possible.
• Educate and train businesses on risk management frameworks and associated risk policies and standards.
• Ensure that there are a sufficient number of resources, with the proper tools and backgrounds, to effectively execute responsibilities.
• Establish processes and provide risk oversight to ensure that all divisional business units and functional areas are compliant with all Company operational risk policies and standards; challenge risk information provided (e.g. risk assessments, loss data, metrics).
• Support business unit Risk Teams in execution of divisional level activities.
• Ensure continuous and effective line of communication with Information Risk Management area, allowing for comfort that the right subject matter experts are providing the oversight.
• Promote a strong risk culture in the Division. Oversee risk culture assessment process.
• Plan and execute agendas for the Division Risk Committee, Separate Account Oversight Committee and the CRO updates to local company boards (as applicable).
• Escalate issues as appropriate to senior management and risk committees, to ensure awareness of key risks and inadequate or delayed action plans, or to promote support for appropriate actions or risk acceptance.
• Plan and execute the agendas for the Division Risk Committee and the CRO updates to the Manulife Boards.
• Influence and gain support from the senior leadership team of all Division businesses and functions to support the implementation of the Frameworks across the Division, including when necessary the allocation of additional resources. Train business unit and functional resources to implement the risk management programs within their areas.
• Facilitate meetings and workshops to support the implementation of various elements of the Framework, including Risk and Control Self Assessments, loss and incident reporting, scenario analysis, key risk indicators development, and risk register development and action planning.
• Participate in high risk projects and change management initiatives, providing advice to project sponsors and resources on operational risk management activities.
• Prioritize the work of all Division risk personnel and coordinate resource deployment to specific projects and activities as appropriate; mentor other Division operational risk personnel.
• Coordinate Division-level risk reporting, including loss and incident reporting, heat map, and regular and ad hoc reporting to senior management, various committees, Group Risk Management, and to the Boards.
• Provide independent assessment of various risk categories for the Division to support all reporting
Required Qualifications:
• A background in risk management, operations, audit, compliance or technology, with 10+ years of experience and a track record demonstrating increasing responsibility
• Very strong leadership, communication, and influencing skills are a must. The successful candidate must be a strong champion of the Operational Risk Framework and demonstrate value such that the senior leadership team of each business and function will be engaged and commit resources to the program. Very strong relationship building skills and will be required to form and cultivate a strong working relationship with many resources across the Company.
• Strong project management skills and experience. Will manage multiple initiatives across many different business units. The ability to get meaningful participation and support from many different resources and other departments will be critical to success.
• Highly developed business acumen, with a pragmatic approach to solving problems and implementing solutions. Act as a consultant to the businesses and assist in designing approaches to the implementation of the ORM Framework that work for each business.
• Experience with or understanding of operational procedures at financial institution (preferably insurance).
• Experience in designing, implementing, and validating the effectiveness of operational controls is strongly valued.
• Working knowledge of enterprise and operational risk management frameworks and processes is a plus.
