Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
Pillar 1: Stronger national level enabling environment for sub-national service delivery- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The Visual Storytelling intern will be involved in documenting program activities, capturing compelling photos and videos, and supporting the creation of multimedia products such as success stories, short videos, and event documentation. Working closely with the Communications and Strategic unit and in coordination with Monitoring & Evaluation, GEDSI, and provincial teams, the intern will gain hands-on experience in the operational and strategic aspects of development communications. The role offers valuable insight into how communications supports governance reform and policy implementation in Indonesia’s subnational context.

About You
Learning Objectives
- Gain practical experience in the planning, documentation, and production of visual content (photography and videography) to support development communications.
- Understand the principles of ethical storytelling and inclusive visual representation, particularly in the context of gender equality, disability, and social inclusion (GEDSI).
- Develop skills in managing visual assets for communications products, reports, and multimedia platforms. Participating in collaborative content creation with cross-functional teams, including Monitoring, Evaluation & Learning (MEL), GEDSI, and Provincial Implementation Units.
Specific Responsibilities
- Assist in capturing high-quality photographs and videos during field visits, events, and meetings.
- Support post-production processes, including editing, subtitling, and formatting of visual materials.
- Organise and archive visual content using SKALA’s digital asset management system.
- Collaborate with the communications team members to identify story opportunities and visual angles.
- Support the development of visual assets for social media, presentations, reports, and learning materials.
- Ensure ethical and respectful visual representation of individuals and communities, aligned with DFAT and SKALA standards. Help track and manage consent forms, and ensure all photos and videos are accurately tagged with metadata such as date, location, and subject information.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Ensure all visual content (photos, videos, thumbnails, graphics) meets DFAT branding requirements regarding logos, partner acknowledgments, disclaimers, and formatting
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- A portfolio of edited photos and short video clips from assigned events or visits.
- Organised and labeled photo and video files stored on SKALA’s designated drive. Short video stories or testimonials (1–3 minutes each) aligned with SKALA themes.
Relationship Management
The intern will report directly to the Strategic Communications Lead and will work under the guidance of the broader Communications and Strategic unit.
Selection Criteria
Essential
- Currently enrolled in undergraduate studies (final year) or Master’s program in Visual Communication, Multimedia, Film, Journalism, or a related fields. Fresh graduates (within 12 months since graduation) are also eligible.
- Demonstrated skills in photography and videography, including editing software (e.g., Adobe Premiere Pro, Lightroom, Photoshop, or equivalent).
- Must have access to a personal camera (DSLR, digital, mirrorless, or equivalent) capable of capturing high-resolution photos and video.
- Basic understanding of visual storytelling and ethical documentation practices.
- Ability to work independently and collaboratively in a fast-paced, multicultural team.
- Fluency in Bahasa Indonesia; working knowledge of English is an advantage.
- Availability to travel to SKALA activity sites if required.
Preferred
- Portfolio demonstrating creative and impactful visual storytelling (photo essays, short-form video, social media reels, etc.).
- Comfortable working in fast-paced, multicultural environments.
