KREASI Innovation and Piloting External Collaborator
Background:
Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program designed to accelerate the improvement of literacy, numeracy, and character education for preschool and primary school students in 8 districts across four provinces in Indonesia. The Global Partnership for Education (GPE) funds the program through the Multiplier Grant allocated for Indonesia, leveraging the Australian Government's Department of Foreign Affairs and Trade (DFAT) investment for its INOVASI Phase 3 program.
KREASI and its Grant Agent, Save the Children Australia and Save the Children Indonesia, as the in-country representatives, were appointed by the Ministry of Primary and Secondary Education (MoPSE) and the Ministry of Religious Affairs (MoRA), with the endorsement of Mitra Pendidikan Indonesia / Local Education Group (MPI/LEG), a consortium of 17 international and local education stakeholder organizations. The program closely aligns with Indonesia's national education goals, particularly the National Curriculum initiative, which emphasizes essential and flexible learning processes tailored to each student's interests, talents, and needs, focusing on holistic, relevant, and sustainable education.
This program will synergize its strategies and implementation with the successful DFAT INOVASI program. This alignment ensures that KREASI adheres to proven practices and complements Indonesia's national education strategies.
Through extensive consultations with national, provincial, and district stakeholders, KREASI has been designed to address the specific needs of targeted regions by improving curriculum and assessment processes, enhancing teaching practices, fostering educational leadership, and ensuring child protection in education. The program strongly emphasizes Gender Equality, Disability, and Social Inclusion (GEDSI), as well as climate change education, ensuring that the most marginalized children, including those with disabilities, have access to quality education in safe and inclusive environments.
With a commitment to sustainability and systemic change, KREASI aims to empower local government stakeholders, partners, and communities, ensuring that the gains achieved through the program are both impactful and enduring. At the national level, Save the Children operates under the supervision of MoPSE and MoRA and in close collaboration with MPI/LEG to ensure that the program is contributing to systemic and transformational change within Indonesia's education sector.
To support this mission, the KREASI program seeks an Innovation and Piloting External Collaborator to provide the KREASI program with the technical expertise required to facilitate and supportthe functionality and sustainability of the district ecosystem, especially with regards to piloting concepts, tecnical support and documentation during the implementation of the pilots by the task forces within the KREASI district education ecosystem.
Objectives:
The KREASI Innovation and Piloting External Collaborator, under the supervision of the KREASI Innovation and Ecosystem Partnership Manager, will support the District Representatives and Regional Managers with the implementation of solutions/pilots proposed by the district ecosystem, technical support and documentation during the implementation of the pilots by the task forces within the KREASI district education ecosystem.
Key Responsibilities:
- Under the leadership of the KREASI Innovation and Ecosystem Partnership Manager, work with the District Representatives to coordinate the execution of the solutions/pilots implemented at eight districts, ensuring adherence to the plan, budget, and timeline.
- Under the guidance of the KREASI Innovation and Ecosystem Partnership Manager, w ork with the District Representatives to ensure disbursement, use, and report on the use of funds for the pilots/solutions comply with SCI and donor regulations.
- Under the guidance of the KREASI Innovation and Ecosystem Partnership Manager, w ork with the District Representatives to coordinate documentation of the pilots/solutions, ensuring that learning for each of the pilot/solutions is well-captured and curated.
- Under the guidance of the KREASI Innovation and Ecosystem Partnership Manager to provide technical assistance and regular feedback to the District Representatives and Task Force within the district education ecosystem implementing the solutions/pilots through online meetings and offline if required.
- Under the guidance of the KREASI Innovation and Ecosystem Partnership Manager to generate learning from the pilots and to facilitate learning forums/events to share good practices.
- Under the guidance of the KREASI Innovation and Ecosystem Partnership Manager, facilitate regular (monthly) meetings with District Representatives to check and update the progress of the execution of the solutions/pilots implemented at eight districts.
Deliverables:
- Monthly progress report for the pilots/quick wins, both programatic and financial.
- Well-managed folders and files capturing and curating the documents related to the pilots, including the updating of beneficiary tracker.
- Minutes of Meetings capturing the feedback and technical assistance.
- Report and presentation materials on the learning from the pilots/qucik wins.
Qualifications and Experience
Essential:
- Bachelor's degree in development studies or relevant studies, master's degree would be an advantage.
- A minimum of 3 years of working experience in partnership and/or stakeholders' engagement.
- Experience working with government agencies, civil societies, NGOs and academics on issues related to Education and Child Protection, also have a good understanding on GEDSI and Climate Change.
- Recommended advanced fluency in both written and spoken Bahasa Indonesia and English.
- Excellent facilitation skills
- Excellent interpersonal, communication, collaboration, problem-solving, and negotiation skills.
Desirable:
- Experience in testing and piloting of innovation initiatives.
- Experience in coordination with different actors, good knowledge of communication and how to persuade others.
- Commitment to and understanding of Save the Children's aims, values and principles, including rights-based approaches.
- Have good knowledge and practice in adapative programming approaches and tools such as the human centred design, design thinking, and problem-driven iterative adaptation.
