KREASI PROVINCIAL EDUCATION SUPPORT (EXTERNAL COLLABORATOR)
Position Title : KREASI Provincial Education Support
Program : KREASI
Duration : 7 Months (with possible extension)
Location : The selected candidate will be based in one of the two implementation districts within each of the provinces. KREASI program intervention areas cover both Nias Utara and Nias Selatan districts in Sumatera Utara province, Tanggamus and Pesisir Barat districts in Lampung province, Ketapang and North Kayong districts in West Kalimantan province, Morotai Island and North Halmahera districts in North Maluku Province.
Background:
Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program designed to accelerate the improvement of literacy, numeracy, and character education for pre-school and primary school students in 8 districts across 4 provinces in Indonesia. The program is funded by the Global Partnership for Education (GPE) through the Multiplier Grant allocated for Indonesia.
KREASI, and its Grant Agent, Save the Children Australia and Save the Children Indonesia as the in-country representative, were appointed by the Ministry of Education, Culture, Research, and Technology (MoECRT) and the Ministry of Religious Affairs (MoRA), with the endorsement of Mitra Pendidikan Indonesia / Local Education Group (MPI/LEG), a consortium of 17 international and local education stakeholder organizations. The program is closely aligned with Indonesia’s national education goals, particularly the Merdeka Belajar initiative, which emphasizes essential and flexible learning processes tailored to the interests, talents, and needs of each student, focusing on holistic, relevant, and sustainable education.
KREASI Provincial Education Support is responsible for ensuring quality education program at the provincial level and district level. Working in tandem with and reporting to the KREASI Education Manager within KREASI National Office.
Objectives:
- Technical Education Program Implementation (40%): Provide technical education support and assistance to enhance the education implementation of high-quality KREASI (Outcome 1-Outcome 3) at the provincial level in coordination within the Local Implementing Partners (LIPs), Local Stakeholders (including local government) and Provincial Stakeholder (Balai Guru Penggerak (BGP), Badan Penjamin Mutu Pendidikan (BPMP), Balai Diklat Keagamaan (BDK), Lembaga Pendidikan Tenaga Kependidikan (LPTK), Local Universities/Higher Education/STKIP), also District Stakeholder (Kelompok Kerja Guru (KKG), Kelompok Kerja Kepala Sekolah (K3S), etc.))
- Strengthening Capacity Building and Program Support (20%): Assist and advise Local Implementing Partners (LIPs) in education program quality, including ensuring program training at districts, schools, and KKG (Teachers Working Group) as aligned with KREASI Technical Program Guide, with the collaboration of local stakeholders in district and provincial level
- Stakeholder Engagement, Coordination and Education System Strengthening (20%): Establish and maintain good and clear communication with local government in the district and provincial levels to strengthen the district ecosystem process, provincial technical expert establishment, and education program quality. This includes supporting education, advocacy, and campaign
- Research, Evaluation, Accountability, Learning and Monitoring / REALM (20%): Sharing best practices within KREASI Education Program focus area (Outcome 1: Curriculum & Assesment, Outcome 2: Teaching Practices, Outcome 3: School Leadership), gathering insight, best practices, research in district and provincial level; focusing on both internal coordination and external advocacy on critical issues such as access to quality education, educational inequality, school safety, gender inequity, and social exclusion.
The post holder will lead in achieving the KPIs for timely and quality reporting for KREASI Education Program Manager and Regional Manager. Additionally, the role involves advocating effectively for children in accordance with the Theory of Change (ToC) and bolstering the KREASI Program and Save The Children ’s strong brand by ensuring adherence to global branding procedures and enhancing brand recognition in the local market.
Key Responsibilities:
- Technical Education Program Implementation (40%)
Provide technical education support to enhance the implementation of high-quality KREASI Education programs at the District and Provincial Level to enable education transformation change and to grow a cadre of Education Officer(s) in Local Implementing Partners.
- Strengthening Capacity Building and Education Program Support (20%)
- Assisting and advising Local Implementing Partners (LIPs) in education program quality, including ensuring program training at districts, schools and KKG (Teachers Working Group) as aligned with KREASI Technical Program Guide, with the collaboration of local stakeholders in the district and provincial level, includes more detailed:
- Stakeholder Engagement, Coordination and Education System Strengthening (20%):
Collaborate for local level system strengthening efforts including through collaboration within District Ecosystem.
- Research, Evaluation, Accountability, Learning and Monitoring / REALM (20%)
Contribute to the Education Community of Practice in district and provincial level, fostering collaboration and sharing best practices, evidence, and insights
Qualifications:
- Bachelor’s degree in Education, Social Sciences, Public Administration, or a related field (Master’s degree preferred)
- A minimum of 3 years' experience in developing and executing Education programs in developmental contexts (District Level program preferred)
- Proven ability to work with multi-stakeholder environments, including government institutions
- Excellent communication skills with multi-stakeholders
- Knowledge of Indonesia’s Education system and policy both in national and sub-national levels, also related to its mainstreaming to GEDSI & Climate Change aspects
- Experience collaborating with national and local authorities, NGOs, institutions, development partners and academia on Education issues
- Demonstrated ability to support education system strengthening at district level
- Familiarity with the project management cycle and budgeting processes
- Advanced verbal and written communication skills in Bahasa Indonesia and English, including the development and presentation
- Proficient in networking, representing, and forging partnerships to foster learning, strengthen civil society
- Exceptional analytical, interpersonal, collaborative, problem-solving, presentation
Key Stakeholders: Save the Children Indonesia’s KREASI Program Management Unit (PMU), Local Implementing Partners (various organizations), Ministry of Primary and Secondary Education (MoPSE), Ministry of Religious Affairs (MoRA), Ministry of Women’s Empowerment and Child Protection (MoWECP), Local government and education authorities, School Protection Teams (TPPK) and Satgas PPKS, Community-based child protection groups (PATBM/LKD), Children, parents, and community members.
