Scope of Work: KREASI Performance Dashboard Support – External Collaborator (Consultant)
Background:
Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program designed to accelerate the improvement of literacy, numeracy, and character education for pre-school and primary school students in 8 districts across 4 provinces in Indonesia. The program is funded by the Global Partnership for Education (GPE) through the Multiplier Grant allocated for Indonesia.
KREASI, and its Grant Agent, Save the Children Australia and Save the Children Indonesia as the in-country representative, were appointed by the Ministry of Education, Culture, Research, and Technology (MoECRT) and the Ministry of Religious Affairs (MoRA), with the endorsement of Mitra Pendidikan Indonesia / Local Education Group (MPI/LEG), a consortium of 17 international and local education stakeholder organizations. The program is closely aligned with Indonesia’s national education goals, particularly the Merdeka Belajar initiative, which emphasizes essential and flexible learning processes tailored to the interests, talents, and needs of each student, focusing on holistic, relevant, and sustainable education.
To support this mission, the KREASI program is seeking an external collaborator or consultant with strong understanding and proven experience in designing, developing, and deploying a cloud-based data management and visualization system , using Power BI or other appropriate tools, that allows KREASI to manage mobile data collection, monitor program performance (process, output, outcome), and produce real-time dashboards and reports across its key components:

- School Leadership
- Child Protection
The consultant will also ensure the system aligns with SCI’s global MEAL standards, and can support reporting to GPE, the Government of Indonesia, and other stakeholders.
Key Tasks
A. System Requirements Analysis
- Conduct a workshop with KREASI PMU, MEAL team, and partners to define user needs, data workflows, and reporting requirements.
- Map indicators, data sources, and reporting cycles across program components.
B. User Roles and Permissions
- Design a multi-level user interface with role-based access control (e.g. KREASI Project Management Unit, Save The Chidren Indonesia, Local Implementing Partners, District and National Government).
- Ensure data privacy, protection, and compliance with SCI’s data governance standards.
C. Activity and Indicator Tracking Module
- Enable input, tracking, and editing of activities at school and district levels.
- Link activity data with output/outcome indicators, including automated flagging for underperforming targets.
D. Beneficiary Management and De-duplication
- Develop a logic to address potential double-counting of beneficiaries reached through layered interventions.
E. Database Architecture
- Recommend and develop a secure, cloud-based data schema that is scalable and compatible with visualization platforms (Power BI, Google Data Studio, etc.)
F. Logframe Integration and Project Updates
- Integrate modules to track and update project logframes, timelines, milestones, and status updates.
G. Reporting Dashboard and Export Functions
- Develop real-time dashboards with filters for district, component, gender, disability, etc.
- Enable users to download filtered datasets and auto-generate reports.
H. Training and Documentation
- Develop a user manual, technical guide, and system documentation.
- Facilitate a hands-on training for MEAL and partner staff to operate and maintain the system.
I. System Piloting and Support
- Pilot the system in 2–3 districts.
- Provide ongoing remote support and system fine-tuning for up to 3 months post-deployment.
J. Data Storage and Integration
- Design a data storage approach that aligns with Save the Children’s infrastructure and ensures integration with other SCI platforms.
K. Data Migration
- Migrate existing program data (baseline, training records, partner reports) into the new system.
L. Hosting and Internal Migration
- Transfer the system to SCI’s secure server environment and ensure smooth transition from pilot to live implementation.
Deliverables
- Functional MEAL Information Management System aligned with KREASI indicators and user needs.
- Power BI dashboard(s) for real-time data visualization.
- Cloud-based and secure database system.
- User and technical manuals.
- Completed migration of legacy data.
- Capacity building for KREASI Project Management Unit (PMU) team, Save The Children Indonesia REALM Team, and Local Implementing Partner teams.
- Final system rollout report, including lessons learned and recommendations.
Qualifications
- Advanced degree (Masters level preferred) in a relevant field (computer science, data/information management, advanced statistical analysis, information technology, software engineering and Monitoring and Evaluation) with proven experience in developing data management systems including use of web-enabled systems and Power BI dashboards for multi-stakeholder education or development programs.
- Excellent analytical, detail-oriented, presentation and problem solving skills.
- Strong knowledge of MEAL frameworks, advanced technical skills in data modeling tools, development, and management, data security and user-centered design, and mobile data collection tools / platforms (e.g., KoboToolbox, ODK) and strong experience in Software Development (e.g. Web development in JS, PHP and HTML). Prior experience in the development of an information management system will be added advantave.
- Experience working with NGO or donor-funded projects with multiple stakeholders.
- Demonstrated ability to develop training materials, deliver workshops, and engage with multi-level stakeholders with excellent facilitation, communication, and documentation skills.
- Strong knowledge of Indonesia’s education and environmental systems, preferably has knowledge of Ministry of Primary and Secondary Education (MoPSE) and Ministry of Religious Affairs (MoRA) also schools under their authorities.
- Fluent in Bahasa Indonesia and English.
