KREASI PROVINCIAL CHILD PROTECTION SUPPORT (EXTERNAL COLLABORATOR)

Duration : 7 Months (with possible extension)
Location : The selected candidate will be based in one of the two implementation districts within each of the provinces. KREASI program intervention areas cover both Nias Utara and Nias Selatan districts in Sumatera Utara province, Tanggamus and Pesisir Barat districts in Lampung province, Ketapang and North Kayong districts in West Kalimantan province, Morotai Island and North Halmahera districts in North Maluku Province.
Background:
Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program designed to accelerate the improvement of literacy, numeracy, and character education for pre-school and primary school students in 8 districts across 4 provinces in Indonesia. The program is funded by the Global Partnership for Education (GPE) through the Multiplier Grant allocated for Indonesia.
KREASI, and its Grant Agent, Save the Children Australia and Save the Children Indonesia as the in-country representative, were appointed by the Ministry of Education, Culture, Research, and Technology (MoECRT) and the Ministry of Religious Affairs (MoRA), with the endorsement of Mitra Pendidikan Indonesia / Local Education Group (MPI/LEG), a consortium of 17 international and local education stakeholder organizations. The program is closely aligned with Indonesia’s national education goals, particularly the Merdeka Belajar initiative, which emphasizes essential and flexible learning processes tailored to the interests, talents, and needs of each student, focusing on holistic, relevant, and sustainable education.
Child Protection is a core pillar of KREASI’s holistic approach. In alignment with policies from Indonesia’s Ministry of Primary and Secondary Education (MoPSE) and Ministry of Religious Affairs (MoRA), KREASI strengthens protection systems within and around schools. Through collaboration with School Protection Teams (TPPK), Satgas PPKS, and local ecosystems, the program operationalizes national safeguarding policies at the district and school levels to systematically prevent and respond to violence, abuse, and discrimination.
KREASI also engages families, communities, religious leaders, and community-based child protection groups to build safer home and community environments for children. By working closely with local implementing partners and provincial and district stakeholders, KREASI builds sustainable, community-driven child protection frameworks that can be scaled and adapted beyond the program sites, contributing to national education and protection objectives.
Objectives:
- Strengthen child protection systems within educational settings in targeted districts, ensuring alignment with MoPSE and MoRA regulations.
- Build the capacity of educational stakeholders and local partners on child protection, safe families, case management, positive discipline, and safe school practices.
- Support local partners in integrating child protection mechanisms across schools, families, and communities to foster safe, inclusive learning environments.
- Assist with ongoing monitoring and evaluation of child protection interventions, ensuring program impact, local ownership, and sustainability.
Key Responsibilities:
- Program Development and Support:
- Provide technical support to Save the Children’s local implementing partners in the development and implementation of child protection frameworks for educational settings.
- Support partners in integrating Positive Discipline in Everyday Teaching (PDET) and Safe Families approaches within schools and community settings.
- Contribute to the development of tools, resources, and training materials related to child protection, including the mainstreaming of gender equality, disability, and social inclusion (GEDSI).
- Offer technical guidance to partners to ensure child protection interventions are contextualized and responsive to district-level needs.
- Capacity Building and Training:
- Facilitate training and mentoring for School Protection Teams (TPPK) and Satgas PPKS at the school and district levels on violence prevention, case management, and safeguarding protocols.
- Support local partners to conduct capacity-building activities for teachers, school leaders, parents, and community members on Positive Discipline, Safe Families, and inclusive education practices.
- Strengthen the capacity of partners to deliver consistent, quality child protection training and support within their respective operational areas.
- Stakeholder Engagement and Advocacy:
- Collaborate with local partners to engage government agencies, education authorities, and community organizations in advocating for child protection in education.
- Facilitate meaningful participation of parents, children, and community leaders in promoting awareness of safeguarding practices.
- Support partners to align local child protection mechanisms with MoPSE and MoRA guidelines and broader safeguarding standards.
- Monitoring, Evaluation and Learning (MEL):
- Support partners in developing and implementing MEL systems to track progress and assess the effectiveness of child protection interventions.
- Collaborate with program and partner teams to document best practices, challenges, and lessons learned for scaling and advocacy purposes.
- Provide technical inputs to partner-led monitoring activities, ensuring consistent quality and data integrity across program sites.
Qualifications:
- Bachelor’s degree (Master’s preferred) in Education, Social Work, Psychology, or a related field.
- Minimum 3 years of relevant experience in child protection programming, preferably in education settings or community-based initiatives.
- Proven experience in capacity building, training facilitation, and partner support roles.
- Strong understanding of Indonesian child protection regulations and education policies.
- Excellent interpersonal, communication, and mentoring skills.
- Fluency in Bahasa Indonesia and proficiency in English, both written and spoken.
- Experience working in collaboration with NGOs, CSOs, or community-based organizations is preferred.
