Job Description
We are seeking a dedicated and experienced Indonesia Program Officer to join our team in Jakarta, Indonesia. As a Program Officer, you will play a crucial role in managing and implementing our organization's programs in Indonesia, ensuring their effectiveness and alignment with our strategic objectives.
RESPONSIBILITIES
(Note: The KPIs outlined below are provided as a guide. Specific quarterly targets are to be negotiated with the supervisor)
1. Program Implementation and Capacity Building (60%)
- Support the implementation, facilitation, and participant engagement across our two programs: Financial Empowerment and Inclusive Finance, ensuring the effective rollout and alignment with Good Return’s objectives.
- Support the delivery of financial literacy and digital literacy training, along with technical assistance, partner coaching, and learner monitoring.
- Coordinate closely with partners (NGOs, financial service providers, and community stakeholders) to ensure effective project delivery and tool integration.
- Facilitate ongoing communication, planning, and reflection with partners, while supporting onboarding and capacity building of new implementers.
- Conduct scoping visits and needs assessments to identify and pursue opportunities aligned with Good Return’s mission and strategic goals.
- Conduct financial analysis of partner financial performance, as needed.
- Maintain strong relationships with existing partners and contribute to partnership reviews and stakeholder data updates.
KPIs
- Training delivered and digital tools adopted by partners.
- Positive partner feedback on training quality and relevance.
- Projects implemented smoothly, on time, and within budget.
- Program and Annual Business Plan targets met with timely reporting.
- Partner capacity improved, shown by survey results and performance.
- Strong coordination, data accuracy, and stakeholder relationships maintained.
2. Monitoring, Evaluation & Learning (20%)
- Collect data through digital tools and field visits to monitor project progress and participant engagement.
- Collaborate with MEL team to ensure high-quality reporting.
- Conduct interviews or focus groups with learners and partners to capture impact stories.
- Support evaluation reporting and dissemination of learnings.
KPIs
- Data collection completed accurately.
- Stories and feedback collected and documented.
- Project reporting completed on time.
- Learning shared internally and with partners.
3. Program Development and Support (20%)
- Support development of new funding leads, program proposals, concept notes, and donor reports.
- Provide insight from fieldwork to inform project design and strategic decisions.
KPIs
- Insights from field activities reflected in program design.
- Active participation in stakeholder networks and learning exchanges.
4. Other duties as required
Qualifications
SKILLS & ATTRIBUTES
Essential
- Indonesian national, fluent in Bahasa Indonesia
- Fluency in written and spoken English.
- Bachelor’s degree in economics, development studies, education, or a related field.
- 5+ years of experience in project implementation, preferably in financial education, training, impact investment, gender equality or community development.
- Strong coordination and partnership management skills.
- Strong understanding of financial capability and financial inclusion concepts, with an ability to contextualise and adapt tools and curriculums to local needs.
- Experience or familiarity with the financial sector or working with financial services providers in Indonesia.
- Ability to work effectively in a small team environment.
- A passion and a commitment to Good Return’s vision of a world without poverty.
- A passion and commitment to gender equality, disability inclusion and cultural diversity.
- Ability and willingness to travel within Indonesia and to other countries of operation, as needed.
Desirable
- Experience working with NGOs
- Experience with digital learning tools and technology-based education platforms.
- Experience with financial analysis, financial modelling or investment management.
Additional Information
Location: The role is based in DKI Jakarta and involves considerable domestic travel, and requires an availability and willingness to spend up to 50% of time traveling within Good Return project locations in Indonesia.
Level of Effort: Full-time
Direct Reports: This role does not supervise any staff.
