INTRODUCTION
The Banyuwangi Hijau Program is an initiative by the Banyuwangi Regency Government—launched on 21 February 2022—that aims to expand the coverage of sustainable waste collection services by providing recycling solutions that enhance the economic value of waste. This program also contributes to reducing the prevalence of stunting through multi-stakeholder partnerships[1]. Since its launch in 2022, various innovations have been implemented. Optimization efforts have also been carried out as the program has progressed from Phase 1 to Phase 2 and is now entering Phase 3.
Systemiq in collaboration with the Banyuwangi government is implementing Banyuwangi Hijau program (BWH) with a goal to deliver a circular city scale waste collection service to Banyuwangi residents. As a comprehensive program, BWH facilitates the government of Banyuwangi covering aspects of Governance (Gov) to ensure the design of the program is in line with local government planning and strategic targets, Behavior Change Campaign (BCC) to stimulate waste management behaviour change at household and community level, and Waste Operations (WO) to facilitate infrastructure preparation and operation.
The first phase Banyuwangi Hijau has already provided service access to 250,000 people (at least 44 villages in 6 sub-districts). The second & third phase Banyuwangi Hijau will provide service access to around 1.13 million people (at least 164 villages in 21 sub-districts). Banyuwangi Hijau program will provide the infrastructure to facilitate waste service for second & third phase consists of 1 TPS3R facilities and 2 TS (transfer station), with capacity of waste processing up to 150 tons per day, as well as waste collection fleet from the source to TPS3R/TS and waste collection fleet transporting residue from TPS3R/ TS to TPA (landfill).
One of the main activities in the program is roll out, which is all activities in the context of preparing services in villages that are service targets.
To support the preparation of these services, additional Technical Assistants are needed who are tasked with assisting with activities which include village mapping, operator preparation, provision of waste containers, customer data collection, service route design to fleet preparation.
OBJECTIVES
· The selection of Technical Assistants who are in charge of assisting Officers or Senior Officers in order to support the Banyuwangi Regency government to prepare waste services.
· In particular, the Technical Assistant is involved in the socialization of village preparation and provides the necessary technical information for the preparation of waste services.
TECHNICAL ASSISTANT CRITERIA
Basic Qualification:
· Have an educational background equivalent to S1 in the technical or management.
· Willing to be placed in Banyuwangi for at least until January 2026 and there is the option to extend as needed.
· Have relevant work experience of at least 3 years, preferably field experience in the field of waste or environmental management.
· Able to interact and collaborate with government elements, especially regarding capacity building efforts.
· Have analytical skills, especially in mapping and analyzing the readiness of village governments for the implementation of a program.
Preferred Qualification:
· It is highly expected to have adequate knowledge or have been exposed to the Banyuwangi Hijau Program.
· Has experience working in village facilitation for government programs.
· Domiciled in Banyuwangi.
CORE RESPONSIBILITIES
· Involved in the process of preparing waste services.
· Actively involved in collecting data and information to map the condition of village readiness before waste services are implemented.
· Assist Officers to collect data, prepare routes, and schedule the first service of waste.
· Involved in the process of transferring knowledge and expertise to UPT.
OUTPUT
At the end of the assignment the Technical Assistant is expected to:· The occurrence of waste services, both by UPT and by non UPT operators, in the context of the implementation of the Banyuwangi Hijau Program.
· Documentation of all data and information related to waste preparation and services in all Banyuwangi Hijau service areas.
